Council Minutes of 6/4/2002 <br />Engineer Deichmann came forward and said he believed this may have been part of <br />the traffic signalization work connected to the Tops Market at Brookpark extension <br />and Sparky Lane. He will check into it. Mr. Miller noted that there are flashing red <br />lights at Brookpark extension and Sparky Lane. He questioned whether that <br />installation should have been done through legislation. He asked whether a traffic <br />study had been done. Mr. Deichmann said yes it was done as part of the Tops Market <br />plan approval. Mr. Miller asked who had paid for the traffic study, and Mr. <br />Deichmann replied the developer had paid. He said that he would check on the status <br />of the legislation for that traffic signal. Mrs. Kasler said she appreciated Mr. <br />Simmerly bringing this to Council's attention. This will be addressed by tomorrow <br />because, if the changes were indeed made, they should not have been done without <br />legislation. Mr. Deichmann said he would check into the matter. <br />Larry Krudy, the Service Department employee in the sign shop, said he did not take <br />down the sign. That would have to be approved through legislation. <br />Mark Mobberly, 26730 Caton Place, asked about the status of the traffic light at Dover <br />Cemer and Driscoll. Finance Director Copfer answered that the monies were borrowed <br />today. The contracts are circulating for signature. She believes the commencemem of <br />work will begin within the next 15 to 30 days. Law Director Dubelko noted that the <br />Board of Control members were told that the light should be up sometime in September. <br />The following Summerland Avenue residents came forward as representatives of <br />Summerland Avenue homeowners who have signed a petition asking for an actuated <br />traffic signal at Summerland and Claque Road: Ramesh Pandya, 23046 Summerland; <br />Dipika Pandya, 23046 Summerland; Renee Yurick, 23131 Summerland; Michael Butera, <br />23040 Summerland. Mr. Butera said the traffic on Claque Road is terrible and presents a <br />traffic hazard to residents of Summerland. It is very difficult to get out of their street, <br />especially going southbound. The widening of the Claque and Lorain intersection will <br />mean an even better flow of traffic down the street making it more of a hazard for them. <br />They have presented their petition to Councilman Dailey and are asking for a traffic <br />control device to be installed with a loop so they can get 20/30 seconds to pull out of their <br />street. Also, this will help slow down the traffic as it is a high-risk area for accidents. <br />Mr. Dailey said he had requested the Police Department give him a breakdown of the <br />number of traffic accidents from Claque and Lorain south to Virginia Avenue.. There <br />were 15 accidents in that area from May 30, 2001 to May 30, 2002. He will forward that <br />information and the petition to the Service Director and ask that the Traffic Engineer <br />begin an investigation to see if the area will meet state warrants for a traffic device. Mr. <br />Butera said the residents appreciate the Police Department's enforcement of Claque <br />Road. They do their best with the "No Right Turn on Red" from I-480 to help control the <br />traffic. Mr. Limpert noted that there are approximately 13 different state warrants that <br />will allow for a traffic signal. One of the warrants incorporates accidents, so this might <br />be a possibility to be looked into. Mayor Musial said one of the warrants is five or more <br />accidents at the intersection that do not involve rear-enders. We will look into this <br />matter. <br />,., <br />11 <br />
