Council Minutes of 5121/20(!2 Ordinance No. 99-126 inrtroduced by Councilmen Gareau and Miller was given its second reading. An ordinance creating a new Chapter 177 of the city Administrative Code, entitled "Department of Planning," in order to establish a Department of Planning for the City of North Olmsted and to create the position of Director of Planning. Ordinance No. 2000.161 introduced by Councilman Gareau was given its second reading. An ordinance creating new Section 165.16 of Chapter 165 of the Administrative Code of the City of North Olmsted, entitled "Procedure for Minor Changes," in order to establish an expedited approval procedure for minor changes to historical structures and other buildings and structures located in historical districts, and declaring an emergency. Ordinance No. 2002-60 introducal by Mayor Musial was given its second reading. An ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the yeaz ending December 31, 2002 as amended. Ordinance No. 2002-65 introduced by Councilman Gareau was given its second reading. An ordinance providing for the submission to the electors of the City of North Olmsted of amendments to Article III, Sections 3 and 5(b); and Article VII, Section 1(a), 2(a), and 4(a) of the Charter of the City of North Olmsted to remove all references to voting by "elected" members of Council. Resolution No. 2002-67 introduced by Mayor Musial was given its second reading. A resolution authorizing the Director of Public Safety to solicit bids for new weapons for the City of North Olmsted Police Department, authorizing the Mayor to enter into a contract for the purchase of said weapons subject to approval by the Boazd of Control, and declaring an emergency. Ordinance No. 2002-69 introduced by Mayor Musial was given its second reading. An ordinance authorizing the Director of Public Service to receive proposals and authorizing the Mayor to enter into an agreement for designing and preparation of drawings for the rehabilitation of the Low Pressure Oxidation Building No. 1 (LPO1) roof, and declaring an emergency. Ordinance No. 2002-71 was introduced and placed on first reading by Mayor Musiai. An ordinance creating new Section 141.08 of the Administrative Code entitled "Environmental Specialist," in order to create and provide for the duties of the position of Environmental Specialist, and declaring an emergency. Ordinance No. 2002-72 was introduced and placed on first reading by Mayor Musial. An ordinance creating new Section 111.03 Et Seq. of Chapter 111 of the Administrative Code (City Contracts) in order to establish a standardized request for proposals (RFP) process for persons or firms proposing to provide contract services to the city, and declaring an emergency. 10
