Council Minutes of 5/21/2002 <br />Ordinance No. 2002-73 was introduced and placed on first reading by Mayor Musial. An <br />ordinance dispensing with employing an RFP process and authorizing the Mayor to enter <br />into an agreement with Floyd Browne Associates, Inc. for the purpose of creating a <br />master plan for a developing area within both the Willow Woods subdivision and a <br />surrounding area of Olmsted Township within the North Olmsted Sewer District, and <br />declaring an emergency. <br />Ordinance No. 2002-74 was introduced and placed on first reading by Mayor Musial. An <br />ordinance allowing the Director of Public Service to sell, by auction, a 1979 LT 8000 <br />Ford Truck, a 1977 White Road Expiditor Truck and a 1986 Corvette, and declaring an <br />emergency. Councilman McKay moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councilman Miller and <br />passed unanimously. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Gareau and passed unanimously. Ordinance No. 2002-74 <br />adopted. <br />Resolution No. 2002-75 was introduced and placed on first reading by Councilman <br />Miller. A resolution requesting the flying of the Ohio Bicentennial Flag from the <br />flagpoles of North Olmsted City Hall and all other city buildings and grounds where <br />applicable from June 1, 2002 to March 1, 2004 in honor, celebration and commemoration <br />of the Bicentennial of the State of Ohio, and declaring an emergency. Councilman Miller <br />moved for suspension of the rules requiring three readings and committee review. The <br />motion was seconded by Councilman Nashar and passed unanimously. Councilman <br />Miller moved for adoption. The motion was seconded by Councilman Nashar and passed <br />unanimously. Resolution No. 2002-75 adopted. <br />Ordinance No. 2002-76 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. An ordinance amending Section 915.04 (User <br />Charges) of the Streets, Utilities and Public Services Code, in order to eliminate the 1.0 <br />MCF per quarter minimum sewer use charge for the OM&R component of the sewer rate <br />for North Olmsted users, and declaring an emergency. <br />Ordinance No. 2002-77 was introduced and placed on first reading by Mayor Musial. <br />(Mayor Musial asked Council to waive the rules requiring three readings and committee <br />review on Ordinances 2002-77, 2002-78 and 2002-79 as the work on the Clague/Lorain <br />Road intersection has started. Since it is a work in progress, the timing is such that it <br />would be extremely helpful for the project to have these ordinances passed tonight.) An <br />ordinance authorizing the Mayor to enter irrto a contract for the purchase of a portion of <br />the Claque Towers Condominium Owners' Association, Inc. property located at 3675 <br />Claque Road, North Olmsted, Ohio (Permanent Parcel Nos. 231-12-001 through 231-12- <br />395) for the purpose of widening Claque Road, and declaring an emergency. <br />Councilman McKay moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Gareau and passed <br />unanimously. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously.
