Council Minutes of 5/8/2002 <br />held this past Monday and members of the Landmarks Commission were there. Mr. <br />Miller answered he would like to ~ that a presernation be made to the Landmazks <br />Commission specifically so that they can address issues in regards to the building. The <br />building will impact on the historical area of our city, and he wauld ask that they be given <br />an opportunity to formally respond. Mayor Musial noted that Landmark Commission <br />members had attended the open meeting, a letter written by Mrs. Van Auken was read <br />and he felt the discussion went extremely well. Mr. O'Grady said he felt an important <br />distinction to keep in mind was that we are not building a building and then giving it <br />away. The building and the land it is on will remain the property of the City of North <br />Olmsted. It will be the Cuyahoga County Library who is utilizing the building that <br />belongs to us and belongs to the citizens of our city. Mr. Gareau commented that he <br />hoped it is kept in mind that there are two lades to the partnership. Cooperation shouldn't <br />be conceived as capitulation on issues that are important to us. If it is a dollar issue and <br />City Council is facing a possible cost increase over an etlually appropriate system of <br />heating and cooling, he hopes that Council is able to be in a position where they can say <br />no. It is early in the process, but he just warted to make that clear and have it on the <br />record. Mayor Musial said that Law Director Dubelko keeps fiscal responsibility before <br />them at all times. Mrs. Kasler asked if Council is in the position to say no for anything <br />they think is excessive. Mayor Musial said absolutely this is a partnership. Mrs. Kasler <br />said she was concerned that certain things were being demanded. She just wants to make <br />sure that is always on the table, because it is in fact the city's money and it is Council's <br />responsibility to protect the money of the people of this city. Jim Burns, 3978 Dover <br />Center Road, said the city may put a few extra dollars up front for this system if it's <br />found out to be feasible, which won't be lrnown unless these borings are done. So, it's a <br />moot point if the borings are not done. Even if the city puts a few dollars up front and <br />saves the library the operating expenses in the future, both organizations, the city and the <br />library, aze paid for by the taxpayers. 5o it doesn't make any difference. If we aze going <br />to save money in the tong run by putting this kind of system in„ we are saving money for <br />the taxpayer. That is the gist of this whole idea of looking into it. It isn't the city versus <br />the library; it's the taxpayers maybe getting a break in the futwe. Councilman McKay <br />moved for adoption of Ordinance 2002-63, and the motion was seconded by Councilman <br />Nashar. Roll call: McKay, yes; Nashaz, yes; Kasler, yes; Miller, yes; Dailey, yes; <br />Limpert, yes; Gareau, yes, asking that his comments with respect to Ordinance 2002-62 <br />are also incorporated irrto this vote. The motion passed unanimously. Ordinance <br />No. 2002-63 adopted. <br />Ordinance No. 2002-60 was introduced and placed on first reading by Mayor Musial. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002. <br />Ordinance No. 2002-64 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into an agreement with George Smerigan to <br />provide professional planning services to the city in connection with the rezoning of the <br />approximately 24-acre vacant parcel of land along the north side of Brookpark Road, <br />between Great Northern Boulevard and Columbia Road, and commonly known as <br />"Parcel E," and declaring an emergency.
