Council Minutes of 5/$/2002 <br />contracts through an RFP (Request For Proposal) process. Areas being worked on <br />include standazdized technical specifications, general conditions and the contract itself. <br />He will be happy to sit down with Council at any time and talk more about the process <br />and any concerns or questions that Council has regazding it. <br />7) Yesterday, Assistant Law Director O'Malley represented the city in an arbitration <br />involving a police officer who had grieved the city on the issue of whether under the <br />collective bazgaining agreement the officers were entitled, like city non-bargaining unit <br />employees, to orthodontic coverage in their health care plans. That was arbitrated <br />yesterday and probably will be decided within the next 30 to 60 days. <br />8) He attended two meetings with Olmsted Township and coumy representatives <br />regarding the manner of establishing new sewer rates for users in Olmsted Township. <br />Finance Director Copfer: 1) As Law Director Dubelko reported, she and the Law <br />Director, the Mayor and other administrators, met with Olmsted Township trustee <br />representatives and county representatives to discuss the contract that the city had with <br />the county since 1988. Last year, a rate was developed which was based on an estimate. <br />The actual usage for that rate is reviewed and their rate in the coming year is adjusted <br />based on that actual usage, an estimate is made for the budget based on the budget passed <br />for 2002. The current rate which was billed was $31.49. The actual figure came in at <br />$31.16, so the rate was reduced by 33 cents for the next year. The 2002 estimate is <br />$34.35, with the 33 cent reduction it will be $34.02, for the coming year, which is <br />effective June 1. <br />2) Because of economic conditions, she has been watching revenue pretty closely. The <br />income tax collection is down about $30,000 through April's receipts, which is really <br />through March. The month of May, which should be coming in the end of this week, is <br />when we will know better where we stand because tax returns were filed by April 30 and <br />payments were made. She will keep Council apprised on that issue. Currently, the city <br />has only received three advances on real property taxes. We aze about $200,000 behind <br />the advances received the previous year from the treasurer. However, there was an <br />additional advance last year of $371,000. She has talked to the assistant treasurer at the <br />county and has been assured that their collections have come in and they were being <br />conservative in determining the advances. She is not convinced that is true, but will <br />reserve a decision on that as she has not seen the analysis yet. Probably we aze close and <br />just a little behind. She will wait to see specific North Olmsted numbers rather than the <br />county-wide amounts. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Tuesday, April 23. (Ordinances 2002-54 and 2002-55 were reported on and passed at a <br />special Council meeting.) The following items were discussed: <br />Ordinance 2002-57, which authorizes the Mayor to enter into an agreement with <br />Medical Mutual of Ohio. This is to provide third-party administrative services and a <br />stop-loss insurance policy to the city in connection with the city's self-insured health <br />care program. The city is self-insured up to $50,000 per person, at which time <br />Medical Mutual becomes the third-party administrator.
