Council Minutes of 5/8/20Q2 <br />escalating cost of medical care. It has an impact on the hospitals, doctors, insurance <br />companies and patients. Also affecting the cost are governmem benefits compliance <br />and mandates, Medicare and Medicaid and cut-backs on indigent care costs, <br />insurance premiums, increases for malpractice, medical technology, Aids, transplants, <br />premature infants, burn patients and substance abuse and also the aging population. <br />A major savings would be in preventing higher costs and the wellness of the <br />participants. Some companies promote the wellness programs for their employees <br />and have experienced reductions in health care costs. The committee recommended <br />approval of Ordinance 2002-57 and will be keeping in mind the wellness prevention. <br />• Ordinance 2002-59, which provides a method for determining salary ranges of the <br />non-bargaining unit secretary positions by reference to the comparable bargaining <br />unit positions and otherwise re-establishing the rates of compensation for various <br />positions and compensation for various administrative and legislative personnel. The <br />ordinance establishes a pay range and does not increase anyone's pay. The pay <br />increase will be addressed in a separate ordinance. After much discussion, the <br />committee recommended the ordinance be retroactive to January 1, 2002 and also to <br />provide for the inclusion of the Clerk of Commissions and the Assistant Clerk of <br />Commissions. The committee recommended approval as amended. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The <br />committee met on April 23. Present were Mayor Musial, Law Director Dubelko, Service <br />Director Thomas, Safety Director Thomas; committee members Limpert, Miller and <br />Nashaz; Council members Kasler and McKay. Discussed was Ordinance 2002-56. This <br />ordinance authorizes the Mayor to receive proposals to enter into an agreement for <br />designing of influent control gates at the Dover and LeBern sanitary sewer pump stations. <br />For years we have experienced an interesting phenomenon of water rising slowly in our <br />wet well to a certain point and then beginning to rise very rapidly. When we reach this <br />particulaz point or level, the pumping action drops from 3 million gallons a day capability <br />down to 1.2 million gallons as the water gets deeper in the wet well. The idea is to slow <br />down the amount of water entering into the wet well when this point is reached, therefore <br />allowing the pumping action to remain at the rate of 3 million gallons per day. <br />Hopefully, this will greatly reduce the chance of basemern flooding. The committee <br />unanimously approved the legislation. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on April 23. Present were committee members, other Council <br />members, the Safety and Law Directors and the Mayor. The following items were <br />discussed: <br />• Anew liquor permit for Sammi's Deli, located on Brookpark extension. This would <br />be a D 1 permit allowing for the sale of beer only on the premises for consumption as <br />well as in sealed containers for carry-out. The Police Department was consulted on <br />this issue and expressed no concern regarding this permit. The committee voted <br />unanimously not to object to the permit. <br />• The school zone designation at Pine School. Mr. Miller requested an expansion of <br />that zone some time ago.
