Council Minutes of 4/16/Z002 <br />time approving increased costs to the Sewer Revenue Fund before the city addresses a <br />way to reduce the costs in order to have that come back to the residents in the form of a <br />reduction of sewer rates. Her vote is no based on the further taxing of that fund and <br />causing increased costs to the fund as opposed to trying to reduce the fund so that rates <br />can be reduced. Roll call continued: Nashar, yes, with the comment that by voting yes <br />and transferring these three employees into the Waste Treatment Plant this does not <br />jeopardize the sewer tax rate for the firiure. We certainly don't want to be paying any <br />more than what we have to because of this transfer. Also, in addition to that, recently he <br />had a conversation with the Mayor regarding the appropriated funds for sidewalks at <br />BartonlBradley and the fact that those fiuxls will now be used for employees so as to <br />avoid layoffs. He had hoped these fiu~s would be used for the sidewalks going into the <br />Metroparks. Roll call continued: Dailey, yes; Miller, no, with comment that the primary <br />purpose of these three employees is to clean storm water drainage ditches. He does not <br />feel that storm water is one in the same as sanitary sewer. As a result, he feels it would <br />be appropriate to continue with the project of cleaning the ditches but not to tap the <br />Sanitary Sewer Revenue Fund. Although it is a secondary beneficiary of the project, it is <br />just that, a secondary, and not the prime beneficiary of the project in removing storm <br />water from the city. Roll call continued: Gareau, yes. The motion passed with five yeas <br />and two nays. Ordinance No. 2002-43 adopted. <br />Ordinance No. 2002-17 introduces by Councilmen Nashar and Gareau was given its <br />second reading. An ordinance amending Sections 351.18 and 353 of the Traffic Code in <br />order to increase the fines for certain parking offenses and to amend the procedures for <br />collection of fines, as thrice amended. Councilman Nashar moved for suspension of the <br />rule requiring three readings. The motion was seconded by Councilman Gareau and <br />passed unanimously. Councilman Nashar moved for adoption. An <br />ordinance designating the revenues derived from the co-location of Sprint PCS on the <br />AT&T monopole at Clague Park, and declaring an emergency. <br />Resolution No. 2002-50 introduced by Mayor Musial on behalf of himself and the entire <br />Council was given its second reading. A resolution authorizing the Director of Public <br />Service to advertise for bids for water main cleaning, repairing and relining and other <br />improvements at Summerland Avenue, Virginia Avenue, MacBeth Avenue and Esther <br />Avenue as detailed in the plans and specifications on file and authorizing the Mayor to <br />contract for the same, and declaring an emergency. <br />Ordinance No. 2002-52 introduced by Council Members Gareau, Kasler, Nashar, Miller <br />and McKay was given its second reading. An ordinance amending Sections 351.04 and <br />351.20 of the Traffic Code in order to remove from Chapter 351 duplicative provisions <br />relating to handicapped parking violations and provisions which properly belong in <br />Chapter 1161 of the Zonin$ Code, and further to bring the substantive provisions of <br />Section 3 51.20 up to State Code, amending Ordinance Number 2001.127 so that it is <br />11 <br />
