Council Minutes of 4/16/2002 <br />consistent with the foregoing changes to Sections 351.04 and 351.20; and declaring an <br />emergency. <br />Ordinance No. 2002-54 was introduced and placed on first reading by Councilman <br />McKay. An ordinance providing for the issuance and sale of notes in a maximum <br />aggregate principal amount of $1,375,000, in anticipation of the issuance of bonds, to pay <br />costs of improving certain designated streets in the city, in cooperation with the Ohio <br />Department of Transportation and otherwise, by grading, draining, widening, replacing <br />sections of pavement, preparing the surface, surfacing and resurfacing, constructing and <br />reconstructing sections of the pavemenrt base, curbs, gutters, catch basins, sidewalks and <br />driveway approaches and installing traffic signs, signalization and signalization systems, <br />where necessary, in each case together with the necessary appurtenances and work <br />incidental thereto. Mr. McKay noted that he was in possession of the Fiscal Officer's <br />Certificate. <br />Ordinance No. 2002-55 was introducer and placed on first reading by Councilman <br />McKay. An ordinance providing for the issuance and sale of notes in a maximum <br />aggregate principal amount of $290,000, in anticipation of the issuance of bonds, to pay <br />costs of improving the municipal water distribution system by relining and otherwise <br />improving waterlines, together' with the necessary appurtenances and work incidental <br />thereto. Mr. McKay noted that he was in possession of the Fiscal Officer's Certificate. <br />Ordinance No. 2002-56 was inrtroduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to receive proposals and to enter into an agreement for <br />designing influent control gates at the Dover and LeBern Pump Stations; and declaring an <br />emergency. <br />Ordinance No. 2002-57 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Medical Mutual of Ohio to provide third-party administrator services, and a stop <br />loss insurance policy, to the city in connection with the city's self-insured health care <br />program for city employees, and declaring an emergency. <br />Ordinance No. 2002-59 was introduced and placed on first reading by Councilwoman <br />Kasler. An ordinance providing a method for determining the salary ranges for non- <br />bargaining unit secretary positions by reference to comparable bargaining unit positions, <br />and otherwise re-establishing the rates of compensation for various administrative and <br />legislative personnel. <br />Councilman McKay made a motion to move into executive session to discuss pending <br />litigation. The motion was seconded by Councilman Nashar and passed unanimously. <br />Council adjourned into executive session at 9:20 p.m. <br />Council reconvened at 9:35 p.m. <br />12 <br />
