- Council Minutes of 4/2/2042 <br />which is a special revenue fund. The revenues are used to pay the salary and benefits for <br />officers working under the STOP program. <br />George Tomas, 27944 Gardenia, expressed concern about needed street repairs and said <br />he thought the city lacked an essence of priorities. <br />Councilman McKay moved that Council adjourn for a five minutes recess. The motion <br />was seconded by Councilman Limpert and passed unanimously. Council recessed at <br />10:30 p.m. <br />(The malfunction was discovered offer the recces, a third tape was put ieto the <br />recorder, and the remaintltr of the meetieg was taped.) <br />President O'Grady called the meeting back to order at 10:42 p.m. <br />LEGISLATION <br />Ordinance No. 2002-16 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a letter of <br />agreement with Loca12681, Ohio Council 8, AFSCME, thereby amending the collective <br />bargaining agreemem between the City of North Olmsted and Local 2681, Ohio Council <br />8, AFSCME for the city's service unit, in order to establish the new position of, and pay <br />rate for, "Head Mechanic" in the bargaining unit, and declaring an emergency as <br />amended. Councilman McKay moved for adoption; second by Councilman Lirnpert. <br />Roli call: McKay, yes; Limpert, yes; Kesler, no; Gareau, no; Dailey, yes; Miller, no; <br />Nashar, no. The motion failed by a vote of four no's and three yeas. <br />Ordinance No. 2002-20 irrtroduce~l by Councilman Gareau was given its third reading. <br />An ordinance providing for the submission to the electors of the City of North Olmsted of <br />an amendment to Article III (The Mayor) of the Charter of the City of North Olmsted to <br />authorize elected first-term Mayors to make interim director appointmetrts. Councilman <br />Gareau moved for adoption; second by Councilwoman Kesler. Roll ca11: Gareau, yes; <br />Kesler, yes; Limpert, yes, with commerrt that, although the Mayor would like further <br />amendments, it is clear that with this Council that will not happen. Therefore, he will <br />vote yes and defer to the voters to make this decision on this ordinance when it goes on <br />the ballot. Roll call continued: McKay, yes; Miller, yes; Nashar, yes; Dailey, yes, with <br />comment that this topic has been batted around since the former Law Director and the <br />new Law Director had different opinions regarding the actions of the administration in <br />December of 2001. He has no problem with allowing this to go to the electorate to <br />decide it, which is why he is voting yes. This ordinance, however, is flawed in that it <br />makes no provisions for a re-elected mayor or a mayor who assumes office due to <br />abandonment or resignation of an existing mayor. Everyone has witnessed partisan <br />politics at times. A mayor works everyday with their directors. Council members do not <br />share that same working relationship. To think that partisan politics would never get <br />involved is foolhardy at best. He votes yes for the ordinance and encourage the voters to <br />,~~. <br />15 <br />
