Council Minutes of 3/19/02 <br />Ordinance No. 2002-43 was introduced and placed on first reading by Councilman <br />McKay on behalf of himself and the Mayor. An ordinance authorizing the transfer of <br />three (3) storm sewer employees from the Service DepartmeYrt to the Waste Water <br />Treatment section of the Public Works Division, and further authorizing the payment of <br />their wages from the Sewer Revenue Fund, and declaring an emergency. <br />Ordinance No. 2002-44 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. An ordinance temporarily amending the Traffic <br />Control File of the City of North Olmsted by placing two "No Left Turn" signs on the <br />north side of Butternut Ridge Road near 26670 and 26610 Butternut Ridge Road, in order <br />to prohibit left turns into the Butternut Ridge Elementary School driveway during certain <br />school hours, and an additional two "No Left Turn" signs on the west side of Dover <br />Cerner Road near 4290 and 4240-4260 Dover Center Road, in order to prohibit left turns <br />into the Pine Elementary School driveway during certain school hours, and declaring an <br />emergency. <br />Ordinance No. 2002-45 was inrtroduced and placed on frsk reading by Mayor Musial. An <br />ordinance temporarily amending the Traffic Control File of the City of North Olmsted to <br />install signs on Claque Road, north and south, at the intersections of Lorain Road, to <br />prohibit right turns on red on school days, from 7 a.m. to 4:30 p.m., only for the duration <br />of the construction project to widen said intersection, and declaring an emergency. <br />Councilman Gateau moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Dailey and passed <br />unanimously. Janet Saringer, 23336 Stoneybrook asked why this was needed as there aze <br />no schools in the area. President O'Grady explained that there are two issues that impact <br />directly upon the schools. First, is a request by the schools to limit the right turn on red <br />during the construction phase as more children will be walking to school when some <br />busing is eliminated beginning April 8. Secondly, there was an incident there last week <br />where a young boy crossing the street was struck by a car that was making a right turn on <br />red. Councilman Gateau moved for adoption; second by Councilman Miller. Roll call: <br />Gateau, yes; Miller, yes, with commern that this issue was discussed in caucus. Roll ca11 <br />continued: Dailey, yes; Limpert, yes; McKay, yes. The motion passed unanimously. <br />Ordinance No. 2002-45 adopted. <br />Councilman Gateau noted, with respect to the failure of Ordinance 2002-12, two of the <br />sponsors were absent this evening. But for that, there may have been a different <br />outcome. He will explore the issue of whether or not a motion to reconsider at a later <br />date is proper or simply whether to reimroduce the legislation. <br />MISCEI.LANF.,UUS ~[T~'~AI TESS <br />Councilman McKay scheduled a Finance Committee meeting for Wednesday, March 27, <br />at 6 p.m. to discuss Ordinances 2002-37, 2002-38, 2002-39, 2002-40, 2002-16 and <br />2002-43 and also to review the capital improvements.
