Council Minutes of 2/6/02 <br />Ordinance No. 2002-12 introduced by Councilman Gareau on behalf of Councilmen <br />Miller, Kasler, Nashar and himself was given its second reading. An ordinance repealing <br />Ordinance 97-122 entitled, "An ordinance creating anew Chapter 133 of the <br />Administrative Code of the City of North Olmsted, entitled `Interim Director <br />Appointments,' and declaring an emergency," and declaring an emergency as amended. <br />Ordinance No. 2002-13 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to make emergency repairs on the electrical distribution <br />system at the Recreation Center, without public bidding, and declaring an emergency. <br />Mayor Musial noted that it was his understanding that this issue was discussed during <br />caucus the latter part of last year. This is an emergency because we have high capacity <br />electric current coming into the building without the safeguards of fuses. It is necessary <br />to get this done as soon as possible. Councilman Gareau moved for suspension of the <br />rules requiring three readings and committee review. The motion was seconded by <br />Councilman Limpert and passed unanimously. Joseph Bowman, 23950 Lessner Road, <br />asked the approximate cost and the contractor. Mayor Musial said he believed the cost <br />was somewhere on the order of between $43,000 and $58,000 and the contractor was <br />Harrington Electric. Councilman Gareau moved for adoption. The motion was seconded <br />by Councilman Limpert and passed unanimously. Ordinance No. 2002-13 adopted. <br />Ordinance No. 2002-14 was introduced and placed on first reading by Councilman <br />Gareau on behalf of the Mayor and himself. An ordinance establishing fees for programs <br />and for the use of the facilities of the Parks and Recreation Department, repealing <br />Ordinance Number 96-114, and declaring an emergency. <br />Ordinance No. 2002-15 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into a contract for the purchase of a portion of <br />the Sunoco, Inc., property located at 23370 Lorain Road, North Olmsted, Ohio, <br />(Permanent Parcel No. 231-12-35) for the purpose of widening Clague Road, and <br />declaring an emergency. <br />Ordinance No. 2002-16 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a letter of <br />agreement with Loca.12681, Ohio Council 8, AFSCME, thereby amending the collective <br />bargaining agreement between the City of North Olmsted and Loca12681, Ohio Council <br />8, AFSCME for the city's service unit, in order to establish the new position of, and pay <br />rate for, "Head Mechanic" in the bargaining unit; and further providing for the <br />elimination of the non-bargaining unit position of "Fleet Manager," and declaring an <br />emergency. <br />Ordinance No. 2002-17 was introduced and placed on first reading by Councilman <br />Nashar on behalf of Councilmen Miller and Gareau and himself. An ordinance amending <br />Sections 351.18 and 353.07 of the Traffic Code in order to increase the fines for certain <br />parking offenses. <br /> <br />10 <br />
