Council Minutes of 2/6/02 <br />Finance Committee chairperson McKay noted that the budget meetings have not yet been <br />scheduled. <br />President O'Grady asked new Service Director Ray Thomas to stand and be recognized <br />by all present. <br />LEGISLATION <br />Ordinance No. 2002-1 introduced by Councilman McKay was given its third reading. An <br />ordinance authorizing and directing the crediting of certain interest and ether investment <br />earnings to the General Obligation Bond Retirement Fund. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2002-1 adopted. <br />Resolution No. 2002-3 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to advertise for bids for storm sewer improvements on <br />Columbia Road as detailed in the plans and specifications on file and authorizing the <br />Mayor to conrtract for the same, and declaring an emergency. <br />Resolution No. 2002-4 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to advertise for bids for printing of the Spring/Summer <br />and Autumn/Winter North Olmsted Parks and Recreation Department brochure, as per <br />specifications now on file in his office, and authorizing the Mayor to contract for same, <br />and declaring an emergency. Councilman McKay moved for suspension of the rule <br />requiring three readings. The motion was seconded by Councilman Limpert. Roll call: <br />McKay, yes; Limpert, yes; Kasler, yes; Nashaz, yes; Dailey, yes, with a comment as to <br />how the Recreation Department's usage of school buildings would be affected by the <br />failure of the school levy and the potential closing down of the schools. Mayor Musial <br />said the city would not proceed until the situation is resolved. Roll call continued: <br />Gareau, yes; Miller, yes. The motion passed unanimously. Councilman Gazeau noted <br />that Mr. bailey's concerns had been discussed at the Recreation Commission meeting <br />and Mr. Morgan is aware of the situation and feels it can be worked out. Mayor Musial <br />said it would have to be worked out satisfactorily and taken care of in their <br />registration/re-registration. This legislation simply allows the printing of the brochure <br />and does not approve the contents of the brochwe. If modifications need to be made, that <br />will be done. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Resolution No. 2002-4 adopted. <br />Ordinance No. 2002-8 introduced by Councilwoman Kasler was given its second reading. <br />An ordinance amending Section 161.01(f) of the Administrative Code of the City of <br />North Olmsted, entitled "Payment of Accumulated Sick Leave Credit," and declaring an <br />emergency as amended. Councilwoman Kasler moved for suspension of the rule <br />requiring three readings. The motion was seconded by Councilman Gazeau and passed <br />unanimously. Councilwoman Kasler moved for adoption.
