Council Minutes of 2/b102
,~ with existing parts. This issue is before Council tonight in the form of an ordinance
awarding a contract on an emergency basis to make the repairs.
3) The commission also discussed the fee schedule and the need for an updated Rec user
fee schedule. That matter is again before the Council tonight in the form of an ordinance.
4) The plans are moving forward for the improvements to North Olmsted Pazk.
5) Recreation Commissioner Morgan was very pleased to announce a couple of very
successful family community events: a New Yeaz's Eve party, which was a parent and
child party at the Rec Center where 240 people participated in basketball, swimming,
volleyball and skating; an open skate was held on Martin Luther King Day with 381
children participating.
AUDIENCE PARTICII'ATIUN
Paul Barker, 23629 Carriage Lane, expressed concern about the house on Claque Road
where the fire occurred in December. It is a safety hazard and an eyesore. He asked if it
was going to be rebuilt or torn down. Mayor Musial said he would check into the matter.
Patricia Deis, 26893 Sweetbriaz, congratulated the two new directors. She inquired of
Mayor Musial how he arrived at hiring Mr. Thomas for the position of Director of Public
Service. Mayor Musial said the decision that was made in hiring Mr. Thomas was a
personal decision after interviewing and looking at other individuals. He decided, based
upon his expertise in building up teams and team leadership and developing consensus of
individuals in order to get jobs done at his previous employment, that Mr. Thomas would
do a good job as the Director of Public Service.
Joseph Bowman, 23950 Lessner Road, asked three questions: the salaries for the two new
Law Department positions; the date the budget meetings will begin; if Tuesday will be
the fixed date for Council committee meetings. President O'Grady and Council members
Gazeau and Kasler explained that it is Council's intention to have all the committee
meetings on one night instead of scattered days. They will try to shoot for Tuesdays, but
there may be times that schedules may not allow for that day. Law Director Dubelko said
that the Assistant Law Director is being paid at the rate of $65,000 plus per year, and the
Prosecutor is being paid at the rate of 535,000 plus per year. He does not have the exact
figures with him, but they are each at the high end of the range that was established by
Council. Mr. Bowman questioned the variance. Law Director Dubelko explained that the
Assistant Law Director job is a full-time position and the Prosecutor is part-time. The
Assistarrt Law Director is to assist both the Law Director on civil matters and also to
assist from time to time the Prosecutor in criminal matters. The Assistant Law Director
will be prosecuting building code violations and will be filling in for and assisting the
Prosecutor. In addition to that, he will be doing all the things Mr. Dubelko did as a civil
assistant. He will be attending Planning Commission meetings and also will be attending
Board of Zoning Appeals meetings. In answer to Mr. Bowman's question as to whether
he was afull-time Law Director, Mr. Dubelko said he is working full-time for the city as
the Law Director. That was his commitment, and it is not required by Charter but it is
what he is doing. He does not have any commitments to any other communities to work.
,~
~~
8
,,
.~ .,,.., .__,_r,
_.. „ . _
