Council Minutes of 2!6/02 <br />• Councilman Miller moved that Council re-appoint Mrs. Elaine Diederich and Mr. <br />Douglas Sebring to the Housing Council for the same term of 1/1/02 to 12/31/04. <br />The motion was seconded by Councilman Gareau and passed unanimously. <br />• Councilman Miller moved that Council re-appoint Mr. Robert Koeth to the Tax <br />Incentive Review Council for the term of 1/1/02 to 12/31/03. The motion was <br />seconded by Councilman Gareau and passed unanimously. <br />3) After the special Council meeting on January 22, the Legislative Committee was <br />reconvened to discuss Ordinance 2002-12, an ordinance repealing Ordinance 97-122 <br />entitled, "An Ordinance Creating a New Chapter 133 of the Administrative Code of the <br />City of North Olmsted Entitled `Interim Director Appointments,' and declaring an <br />emergency" and declaring an emergency. Discussion was had about pros and cons of <br />changing the ordinance versus changing the Charter. It was felt the purpose of the <br />ordinance allowed for some gray azeas in its application, and it may be best to proceed <br />with passage of this ordinance which would result in procedures in place prior to <br />Ordinance 97-122. If a new ordinance is needed or a Charter change is needed, that <br />could still be done. At request of Councilman Gareau, the committee agreed to amend <br />Section 1 of the ordinance by removing the words "retroactive to the date it came into <br />effect." Further, Mr. Gazeau asked that the amended ordinance go on to second reading <br />and, if needed, allow time after that to do some research on the issues discussed in <br />committee. <br />Councilman Gareau, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) As the Council appointee to the Recreation Commission, he attended the <br />Recreation Commission meeting on Monday, January 21. On the agenda, was a tour of <br />the facility to give the members of the commission an update as to progress of various <br />projects at the Rec Center. The tour included a demonstration of the event lighting, <br />sound system, the updated locker rooms, the administrative offices which have been <br />recently relocated, the tennis courts, the swimming pool area and the future site of the <br />weight room and work-out area. <br />2) The commission discussed the fact that the money previously allocated for the <br />purchase of a sign on Lorain Road at the Rec Center will no longer be used for that <br />purpose but instead will be used to pay for emergency electrical repairs. In November, <br />the 480 volt switch board and bus duct shorted out, which is a main electrical supply to <br />the building. Thank you to First Energy for temporarily fixing the problem. <br />Unfortunately, the fix required them to knock a hole in the wall and to run the power <br />lines directly into the building instead of how they would normally be channeled through. <br />A new conduit wire and switch board are required, and this causes several safety issues. <br />Wiring is only allowable for a certain period of time based on the national electric code <br />and we have surely exceeded that. There is open, exposed wiring from the masonry wall <br />to the main switch at levels that can be reached by non-trained personnel, and this is a <br />code violation. The open side of the switch boazd enclosure exposing the hot line is a <br />code violation. Water from the spray system to melt the ice from the ice rink is in the <br />area. This increases the potential for yet another fault since the side of the gear is open. <br />Lastly, the manufacturer of the current equipment that is being used, the Federal Pacific <br />Company, is no longer in business making it extremely difficult to do temporary repairs <br />7 <br />..,,, ,~,d,.,w.,~,. __ ~...~,,..~,_, ~, <br />
