Council Minutes of 2/6/02 <br />~ employees to the same level as the bargaining employees. The ordinance was <br />amended to define the word "retirement" in accordance with the state statute. The <br />committee recommended approval and passage under suspension of the rules. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) A joint committee of Public Safety and Streets & Drainage was held on Monday, <br />January 22. The committees discussed the Mayor's memo and press release regarding <br />the administrative decision to refrain from salting inner neighborhood streets. The <br />question was posed to the Mayor with regard to what was considered a reduction of city <br />services and why this was being done. A suggestion was made, if it was a matter of <br />finances, that perhaps the level of application should be considered how much salt was <br />actually being applied and the direction of that process so that salt was not being applied <br />unnecessarily further up onto yards and driveways as has been a complaint of some <br />residents. The committee further questioned how this preserves the safety of the public <br />as it was suggested in the Mayor's memo. The Mayor's response was that not salting the <br />neighborhood inner streets would make the process more efficient, reduce overtime and <br />reduce the cost of the salt. He stated that it is not a reduction of services but rather a <br />reduction of salt and that other cities don't find this to be a safety issue. There was a <br />suggestion made amongst the committee that, if the intersections and entrance streets <br />were being salted any way, that we may not be saving time and money by not salting the <br />inner streets because we may need to do more plowing and it may be a wash. After much <br />discussion, the committee and other Council members agreed to allow the administration <br />to change this policy and request a report on the effects that this change has on the <br />residents. <br />2) During this evening's caucus, the committee and other Council members discussed a <br />new 1zquor permit for the Radisson Inn which had previously been acted upon. There had <br />been a request for a liquor permit transfer and a new liquor permit. Council had the <br />concern that there would be two liquor permits in plaice at the same time. Council made <br />an objection to the new permit being issued. However, subsequent information has come <br />to Council's attention that it takes time for the Liquor Control Board to process a new <br />permit; and, in order to avoid a gap in service at the hotel, it's necessary to have both <br />permits pending at the same time. We have been assured, however, that under no <br />circumstance will the Liquor Control Board issue the new permit until the old permit has <br />been forfeited. We have been assured that there will not be two permits in existence at <br />the same time, and that neither permit is able to be transferred. Councilwoman Kasler <br />moved that Council reconsider the motion to object to the new liquor permit (DSA) for <br />the Radisson Inn (Dow Hotel Company) and withdraw the objection. The motion was <br />seconded by Councilman Miller and passed unanimously. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On Tuesday, January 22, the committee met with <br />all committee members in attendance. The following agenda items were discussed: <br />• An interview with Nancy Sergi, the Mayor's appointment to the Board of Zoning <br />Appeals for a term of January 1, 2002 to December 31, 2006.
