Council Muuutes of 216/02 <br />~,~ school PTA. Professionally, she has served as a personnel placement specialist. The <br />% committee unanimously recommended her appointment. Councilman Miller moved <br />that Council approve the appointment of Nancy Sergi to the Board of Zoning <br />Appeals. The motion was seconded by Councilman Gateau and unanimously passed. <br />Mrs. Sergi, who was in attendance, was recognized by all. <br />• An interview with William Kelley for Council's appoinrtment to a vacant seat on the <br />Recreation Commission for a term of 1/1/02 to 12/31/06. Mr. Kelley is the president <br />of the Millwright Pile Drivers Local 1871. He is the father of four children and is an <br />active youth athletics coach, a former candidate for City Council, athree-time <br />volunteer for the North Olmsted school levy campaign and a member of the Pine, <br />Chestnut and High School PTAs. The committee recommended Mr. Kelley's <br />appointment with a 2-0 vote with Mrs. Kesler abstaining. Councilman Miller moved <br />to appoint William Kelley to the Recreation Commission as City Council's <br />appointment. Councilman Gateau seconded the motion. President O'Grady asked if <br />there was an additional nomination. Councilman Miller noted that he had previously <br />reported out on Mr. Scan who had also been interviewed. There was no nomination <br />previous to this time for him. After an inquiry by Councilman Dailey to the President <br />of Council, he nominated Mr. Scan. President of Council O'Grady calf for a roll <br />call vote and asked the Council members to indicate by name the person for whom <br />they wished to vote. At this point, a debate occurred as to how to proceed with the <br />vote. There was a question as to whether the vote should actually be delayed until the <br />next Council meeting. Councilman Miller said that the motion on the floor to appoint <br />Mr. Kelley had been seconded by Councilman Gateau, and he felt the vote should <br />proceed. Councilman Gateau called the question. The Presidenrt of Council called <br />for the roll call and directed that Council members name the person for whom they <br />wished to vote. Roll call: Miller, Mr. Kelley; Gateau, Mr. Kelley; Dailey, Mr. <br />Scarf; Limpert, Mr. Scarf; Kesler, Mr. Scarf, with comment. The reason for her <br />abstention in the committee meeting was that she was not available for the interview <br />with Mr. Scarf. She has reviewed both resumes and knows both gentlemen and <br />understands both of them to be very qualified to serve in this volunteer position. <br />They are of equal quality, but she has decided to chose Mr. Scarf as it is her <br />understanding that he has made previous application to volunteer on various <br />commissions, and particularly the Recreation Commission, and that in some way he <br />was waiting his turn. She hopes that Mr. Kelley will consider applying again, <br />whether it be for this commission or any other, as he will be a valuable asset to the <br />city. Roll call continued with Mr. McKay's name being called. He asked permission <br />to pose a question to the committee chairman. The request was denied by President <br />O'Grady, and Mr. McKay abstained as he did not have the information he wanted. <br />Roll call continued: Nashar, Kelley. President O'Grady announced there was tie <br />vote, and he would cast a vote for Mr. Scarf. Councilman Gateau questioned the <br />appropriateness of Councilman McKay's abstention, and Councilman Limpert agreed <br />the reason was not covered in the Rules of Council. Councilman Gateau suggested a <br />roll call vote as to whether an abstention would be appropriate under the <br />circumstances. President O'Grady called for an opinion by the Law Director. Law <br />Director Dubelko stated that the Rules of Council state an abstention can be made <br />"`~ either on financial interest or when the member claims personal or private privilege. <br />.. <br />5 <br />
