Roll call <br />Limpert, yes; Dailey, yes, commenting that, throughout the course of history, successful <br />societies have funded and appreciated education. Our society is no different. A strong <br />foundation for our students begins with an education, and a strong foundation for the <br />future of our society begins with education of our children. Looking at the long-term <br />benefits of a strong community, he votes yes and asks the residents to vote yes and <br />support Issue 3 on February S. Roll call continued: Nashar, yes; Miller, yes; Kasler, yes; <br />McKay, yes, commenting that it is his position that each individual citizen who pays <br />taxes to the City of North Olmsted should make up their own mind without any <br />suggestion from him. Everybody knows their own financial condition and each person <br />should make up their own mind and vote their conscience. Roll call continued: Gareau, <br />yes. The motion passed unanimously. Resolution No. 2002-7 adopted. <br />Ordinance No. 2002-8 was introduced and placed on first reading by Councilwoman <br />Kasler. An ordinance amending Section 161.01(f) of the Administrative Code of the City <br />of North Olmsted, entitled "Payment of Accumulated Sick Leave Credit," and declaring <br />an emergency. <br />Ordinance No. 2002-9 was introduced and placed on first reading by Councilman <br />Limpert on behalf of the entire Council. An ordinance accepting a donation of a lot at <br />Butternut Ridge Cemetery from Robert L. Decker to be used for person(s) who are in <br />need, and declaring an emergency. Councilman Limpert moved for suspension of the <br />rules requiring three readings and committee review. The motion was seconded by <br />Councilman Gareau and passim unanimously. Councilman Limpert moved for adoption. <br />The motion was seconded by Councilman Gareau. Roll call: Limpert, yes, commenting <br />that he would like to thank Mr. Decker an behalf of the entire Council. Mr. Decker is a <br />long-time resident of North Olmsted and also a former member of this Council. Roll call <br />continued: Gareau, yes; McKay, yes; Miller, yes, commenting that he would echo Mr. <br />Limpert's comments and further asked that a thank you letter from Council be directed to <br />Mr. Decker. Ro11 call continued: Nashar, yes; Dailey, yes; Kasler, yes. The motion <br />passed unanimously. Ordinance No. 2002-9 adopted. <br />Ordinance 2002-10 was introduced and placed on first reading by Councilman Nashar. <br />An ordinance readopting Ordinance No. 2000-117 and thereby making permanent <br />Section 331.42 of the Traffic Code, entitled "`Use of Mobile Telephones while Operating <br />a Motor Vehicle,' in order to regulate the use of mobile (cell) phones while operating <br />motor vehicles on roads and streets within the City of North Olmsted," and declaring an <br />emergency. Councilman Nashar moved for suspension of the rules requiring three <br />readings and committee review; second by Councilwoman Kasler. Roll call: Nashar, <br />yes; Kasler, yes; McKay, yes; Miller, yes; Dailey, no; Gareau, yes; Limpert, no, <br />commenting that there was quite a bit of discussion when this was passed with a sunset <br />law a year ago. He would like to hear, during a committee meeting, what the results are <br />from having this law for the past year.
