Council Minutes of 1/15/2002 <br />Resolution No. 2002-4 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to advertise for bids for printing of the Spring/Summer <br />and Autumn/Winter North Olmsted Parks and Recreation Department brochure, as per <br />specifications now on file in his office, and authorizing the Mayor to contract for same, <br />and declaring an emergency. <br />Ordinance No. 2002-5 was introduced and placed on first reading by Councilman <br />McKay. An ordinance amending Section 137.01 (Composition) of Chapter 137, entitled <br />"Department of Law" of the Administrative Code, in order to make the Civil Assistant a <br />full-time position, provide for the creation of a full-time legal secretary position, provide <br />for creation of a city law clerk position, and eliminate two part-time Assistant Law <br />Director positions, and declaring an emergency. Councilman McKay moved for <br />suspension of the rule requiring three readings. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance <br />No. 2002-5 adapted. <br />Ordinance No. 2002-6 was introduced and placed on first reading by Councilman <br />McKay. An ordinance amending Section 2 of Ordinance 2001-02 entitled "An ordinance <br />amending Ordinance No. 2000-111 which establishes rates of compensation for various <br />administrative and legislative personnel, and declaring an emergency as amended," by <br />providing for the elimination of the salary ranges of two Assistant Law Director positions <br />which have been eliminated, and establishing new salary ranges for the Assistant Director <br />of Law, the City Prosecutor, the new legal secretary position and the new law clerk <br />position in the Department of Law, and declaring an emergency. Councilman McKay <br />moved for suspension of the rule requiring three readings. The motion was seconded by <br />Councilman Nashar and passed unanimously. Resident Dennis Lambert, 25057 Carey <br />Lane, commented that he had raised his concerns regarding this, and he is going to <br />emphasize that Mr. Bowman is right as far as pubic notification. The first reading is the <br />public notification of this, and this really hasn't been to committee as an ordinance. It's <br />been to committee as a concept. Truly user the committee process, a concept can be <br />brought forth and then the only real recommendation is from a committee that an <br />ordinance be created to address it thereafter. The Law Director has a budget in place <br />right now to fund his department, and he could hire temporary help. In the interest of <br />setting a bad precedent, he wholeheartedly recommends that Council put this through the <br />committee process. Councilman McKay moved for adoption. The motion was seconded <br />by Councilman Nashaz and passed unanimously. Ordinance No. 2002-6 adopted. <br />Resolution No. 2002-7 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and Council Members Limpert, Dailey, Nashaz, Gareau, Kasler and <br />Miller. A resolution urging the passage of the levy ballot issue for the North Olmsted <br />Schools, and declaring an emergency. Councilman Limpert moved for suspension of the <br />rules requiring three readings and committee review; second by Councilman Dailey. Roll <br />call: Limpert, yes; Dailey, yes; Gareau, yes; Kasler, yes; McKay, no; Miller, yes; <br />Nashaz, yes. The motion passed with six yeas and one nay.
