'Council Minutes of 1/15/2002 <br />of powers issue; the question of whether or not attorney-client privilege would be <br />~, violated. Per the report of the Law Director during the caucus, this is not a separation of <br />powers issue. There is some overlap in the legislative function in that the Mayor does <br />have veto power. Secondly, attorney-client privilege is not applicable. This is because <br />any legislative request immediately becomes a public document. There was clarification <br />offered that perhaps attorney-client privilege wasn't the issue but personal preference. <br />There was a concern raised as to whether or not this would generate significantly more <br />paperwork, and the majority of Council has voted not to issue separate copies as copies <br />are available in the Clerk's office. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />January 14. Present were committee members Limpert, and McKay; Council members <br />Miller, Dailey, Nashar; President of Council O'Grady; Mayor Musial, Law Director <br />Dubelko, Finance Director Copfer. Agenda items were as follows: <br />• Ordinance 2002-1, an ordinance authorizing and directing the crediting of certain <br />interest and other investment earnings to the General Obligation Bond Retirement <br />Fund. The city sets aside money to provide for the payment of the general obligation <br />debt service, and this money earns interest and would ordinarily be placed in the <br />General Fund. Since before 1990, this money has been directed to the General <br />Obligation Fund Retirement. The committee believes that this practice is appropriate <br />and fiscally prudent and wishes that this ordinance be confirmed to ratify the <br />practice. <br />• Ordinance 2002-5, an ordinance amending the composition of the Department of <br />Law. The composition would be as follows: the Director of Law, who shall be the <br />head of the department; two Assistant Law Directors, a legal secretary, and a law <br />clerk, all of whom shall be appointed by the Law Director. One Assistant Director of <br />Law shall be a full-time position to assist the Law Director and also assist the City <br />Prosecutor. The other Assistant Law Director shall be part-time and act as the City <br />Prosecutor along with other duties. The legal secretary shall be a full-time position <br />and shall be the secretary to the Law Director. The city law clerk shall assist the Law <br />Director in his duties and be paid on an hourly part-time basis. The committee <br />recommended approval. <br />• Ordinance 2002-6 which sets the salary ranges for the Law Departmen positions as <br />follows: Assistant Director of Law in the year 2002, $65,911; 2003, $67,888. City <br />Prosecutor in 2002, $34,124; 2003, $36,178. Legal secretary in 2002, $35,806; 2003, <br />$36,880. Law Clerk in 2002, $15 per hour; 2003, $15.45 per hour. The general <br />office expenses shall be $20,333 in 2002 and $20,942 in 2003. The committee <br />recommended approval. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met on January 14 to discuss Resolution 2001-157. Present were committee <br />members Dailey and Limpert; Council members McKay, Nashar and Miller; Mayor <br />Musial, President of Council O'Grady, Finance Director Copfer, Law Director Dubelko, <br />City Engineer Deichmann and Environmental Engineer Long from the Wastewater <br />Treatment Plant.
