Council Minutes of 1/15l200Z <br />.~~. the centrifuge at the Wastewater Treatment Plant. This is a major component of the <br />~~ centrifuge and has been discussed several times. The resolution was amended by <br />replacing the word "Mayor" for the words "Service Director." This was considered a <br />substantive change and the resolution was placed back on second reading. The <br />committee requested that the legislation be passed under suspension of the rule as it has <br />been reviewed by committee. <br />Councilman Miller added to President O'Grady's Committee-of-the-Whole report by <br />noting that Councilman Gareau had recommended that committee meetings be held on <br />off-Council Tuesday evenings beginning at 7 p.m., with the exception of the pre- <br />scheduled BZD meetings which will begin at 6:30 p.m. Council members decided to try <br />this schedule. <br />Councilman Miller, chairperson of the Intro-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on January 14 with committee <br />members Gareau and Miller in attendance. (Committee member Kasler was unavoidably <br />delayed out of town.) The following interviews took place: <br />• Mr. Christopher Scarl, for a position on the Recreation Commission. He is a 1997 <br />graduate of North Olmsted High School and has two children in the North Olmsted <br />School system. Mr. Scan pointed out that our ball diamonds are well cared for but <br />more diamonds are needed. He has considerable experience in our city's recreation <br />programs. As there are more persons to interview for this position, no final <br />recommendation was made at this meeting. <br />• Mrs. Patricia Martin, far a 6-year term on the Civil Service Commission from <br />January 1, 2002 through December 31, 2007. Mrs. Martin's resume is impressive and <br />she appears to be well qualified. The committee unanimously recommended Mrs. <br />Martin for this position. Councilman Miller moved that Patricia Martin be appointed <br />to the Civil Service Commission for the term of 1/1/02 through 12/31/07. The motion <br />was seconded by Councilman Gareau and unanimously approved. <br />• Mrs. Rosemary Giessen, for a position on the Civil Service Commission to a seat <br />being vacated by Patrick Farrell whose term ends on 12/31/05. Mrs. Giesler, a 20- <br />year resident and attorney, was also recommended unanimously. Councilman Miller <br />moved that Rosemary Giessen be appointed to the Civil Service Commission to <br />complete the unexpired term ending 12/31/05. The motion was seconded by <br />Councilman Gareau and unanimously approved. <br />2) The committee discussed Ordinance 2001-158, an ordinance prohibiting any supplier <br />of gasoline to the public from charging a retail price which is more than 20% higher than <br />the average retail price per gallon in Cuyahoga County as determined by the Auditor and <br />declaring an emergency. Because the 20'/o figure needs to be reconsidered and the <br />method and timing of average retail price that the County Auditor posts needs to be <br />confirmed, this ordinance is being held in committee. The committee appreciates the <br />input from Mr. Jim Bums who attended on behalf of the Chamber of Commerce. He <br />stated that the Chamber does not feel this ordinance is necessary and questions whether a <br />national emergency still exists.
