Council Minutes of 12/16/2003 <br />he shall search for the best price for the cell phones and will not need this legislation <br />as the cost will be below $25,000. The committee recommended this resolution be <br />tabled as the contract will be less than the $25,000 and not need to be bid. <br />• Resolution 2003-174, a resolution authorizing the Mayor of the City of North <br />Olmsted to enter into athree-year agreement with SBC providing for the city to <br />participate in SBC's Valuelink program and receive volume discounts for phone use. <br />The city entered into aseven-year renewal agreement with SBC to provide for <br />Centrex service. The legislation is needed as new technology could have an effect on <br />the number of phone lines and phone calls made. The committee recommended <br />approval. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met on December 9. Present were committee members Dailey, Kasler and <br />Limpert; Council members McKay, Nashar, Gareau; Law Director Dubelko, Service <br />Director Driscoll, City Engineer Durbin. Agenda items were as follows: <br />• Ordinance 2003-176, which authorizes a contract with Floyd Browne to give <br />assistance at the Wastewater Treatment Plant for the new NPDES permit. (A federal <br />EPA permit.) The cost should be between $10,000 and $25,000. We no longer <br />employ an environmental engineer/environmental specialist at the plant, and this type <br />of work could be done by such a person. However, it is the desire of Council not to <br />have that position. It is the feeling of the WWTP employees that we should have <br />some professional help when it comes to negotiating with the EPA. There was some <br />discussion as far as the concern about dispensing with the RFP process, although .the <br />cost is between $10,000 and $25,000. Another source was contacted by WWTP <br />employees, but there was no interest in taking on this work. Because of time <br />constraints, the committee agreed to recommend passage under suspension of the <br />rule. <br />• Resolution 2003-177, authorizes a fourth interim agreement with the City of North <br />Royalton for stabilization and disposal of biosolids. It was the decision of the <br />committee to hold the legislation until the cost of the agreement can be determined. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The <br />committee met on December 9. Present were committee members Limpert, Miller and <br />Nashar; Council members Kasler, McKay, Nashar and Gareau; Law Director Dubelko, <br />Service Director Driscoll, City Engineer Durbin. Agenda items were as follows: <br />• Resolution 2003-168, which authorizes going out for bids for 5,000 tons of asphalt <br />and tack coating for various purposes in 2004. The committee unanimously <br />approved. <br />• Resolution 2003-170, a resolution to contract for lowest and best source for partial <br />depth patching. The Service Director has requested this be tabled because the city <br />has not done this form of street repair in a number of years, technologies have <br />changed, and there are better ways of taking care of those sort of situations.
