Council Minutes of 12/16/2003 <br />• Resolution 2003-171, which authorizes going out for bids for cracksealing. This <br />process has been used often during the last few years and will definitely help preserve <br />roads and in the future will cut down on the cost of slab repair. The committee <br />approved unanimously. <br />• Resolution 2003-172, which authorizes going out for bids for 5,000 tons of stone. <br />This has been done every year, and the committee approved unanimously. <br />• Ordinance 2003-86, concerning the Phase III storm water proposals. The committee <br />decided to hold the legislation for more in-depth discussion at the next meeting when <br />changes to the legislation will have been completed. <br />• Clague Road and possible funding sources will be discussed in the near future. <br />• Parking lot maintenance. The Service Director assured the committee the subject of <br />the city parking lots is being reviewed, and he has some definite plans which he will <br />present at a later time in a more formal fashion. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee on December 9. Present were all of Council; directors of Finance, Law <br />and Service and the Fire Chief. The following items were discussed: <br />• Ordinance 2003-164, an ordinance amending 741.03 of Chapter 741 of the Business <br />Regulation Code entitled "Deliveries to Commercial Establishments" to prohibit <br />overnight parking of commercial delivery trucks and to amend hours of operation. <br />Based on the discussions with the Law Director and his input, the input of Mr. Burns <br />with regard to the Chamber of Commerce and some concerns of the Police Dept. that <br />were subsequent to previous discussions on this ordinance, it was by unanimous vote <br />voted to hold this ordinance in committee for further discussion. The committee will <br />defer to the Law Department as to when the legislation should be further discussed. <br />• Ordinance 2003-173, an ordinance amending Section 1701.13 of the Fire Prevention <br />Code in order to provide for annual inspection fees and declaring an emergency. It <br />was decided that more work on the legislation is needed with regard to reviewing <br />what other cities charge in similar situations. The group that is working on this issue <br />is going to address re-inspection fees, new types of inspection fees that may need to <br />be added to the ordinance and discussions with the Chamber of Commerce with <br />regard to avoiding becoming unfriendly to businesses. The committee unanimously <br />decided to hold the legislation for further review. <br />• An update with regard to Birch School presented by Service Director Driscoll. Signal <br />Service began removing the lights on Columbia Road and installing them at Birch <br />School. The installation process will take about a week. The entire project will most <br />likely be completed by the first of the year. Signal Service's portion of the work will <br />be increased from about $6,000 to about $8,600. However, there will be no charge <br />from CEI for the connection fees. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on Tuesday, December 9, to <br />discuss a proposal to change Rules of Council No. 13. The reasons for the changes were <br />to evenly disperse the work load of the various committees of Council as well as the <br />members of Council, and to update and more currently reflect the type of business that <br />6 <br />~..: , <br />
