Council Minutes of 12/16/2003 <br />Council takes on currently since the last time the various committees were named and <br />arranged. (The complete changes have been presented to Council and copies are <br />available to the public in the Council Chambers.) The new committees will be as <br />follows: Finance Committee; Environmental Control Committee; Intra-Governmental <br />Relations Committee, eliminating the terms "and Legislation; Long-Range Planning"; <br />Streets and Transportation Committee, eliminating the word "Drainage"; Building, <br />Zoning and Development Committee; Public Safety, Health & Welfaze Committee; <br />Recreation, Public Pazks and Buildings Committee. The Transportation Committee has <br />been eliminated and will be a part of Streets & Transportation Committee. All members <br />of the committee and Council members who were present discussed the various <br />committees and how they would relate to each other. Collective bargaining and various <br />financial arrangements, including but not limited to borrowing, will come under the <br />Finance Committee. Street lighting will come under the Streets & Transportation <br />Committee and traffic control devices and signalization will now come under Public <br />Safety, Health & Welfaze Committee. After discussion, the committee recommended <br />approval of all the proposed changes to Rule 13 as presented in written form. <br />Councilman Miller moved that Council approve the changes to Rules of Council No. 13. <br />The motion was seconded by Councilman Gazeau. Councilwoman Kasler thanked <br />Councilman Gazeau for doing the lion's share of the work on this project. It has been a <br />very good effort of working together for everyone. Roll call: Miller, yes; Gareau, yes; <br />Dailey, yes; Kasler, yes; Limpert, yes; McKay, yes; Nashaz, yes. The motion passed <br />unanimously. <br />Councilman Dailey, chairperson of the Transportation Committee: 1) The committee met <br />on Tuesday, December 9, to discuss Ordinance 2003-175, an ordinance authorizing the <br />Director of Public Safety to purchase six (6) new Crown Victoria Interceptor Cruisers <br />and related police equipment for the North Olmsted Police Department through the state <br />purchase program, further authorizing the Mayor to execute all necessary contract <br />documents and declazing an emergency. In attendance were committee members Dailey, <br />McKay and Miller as well as all other members of Council, Finance Director Copfer and <br />Law Director Dubelko. Discussion centered azound replacing the vehicles. Currently, <br />the vehicles have over 100,000 hard miles on them as well as the fact that two vehicles <br />have been totaled out during the last year due to collisions. Seeing the need for these new <br />vehicles, the committee voted unanimously to pass Ordinance 2003-175. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, is very happy that the Council of Governments has <br />formed a group to overview water rates. He expressed concern that the City of Cleveland <br />is planning to transfer laid-off employees to the Water Department. This may be an <br />attempt by Cleveland to balance their budget by transferring the cost of salaries to the <br />suburbs in the way of higher water rates. The Council of Governments will be a good <br />place to begin to oversee what is happening with water rates-we need to be vigilant. <br /> <br />7 <br />
