Council Minutes of 12/16/2003 <br />LEGISLATION <br />Ordinance No. 98-34 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor to enter into an agreement with the North Olmsted City <br />School District for the providing of fuel to the school district's bus fleet and declaring an <br />emergency. Councilman McKay moved to table. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 98-34 tabled <br />Ordinance No. 2000-34 introduced by Mayor Musial and Councilman O'Grady was <br />given its third reading. An ordinance amending Section 171.06 of Chapter 171 of the <br />Administrative Code, entitled "Community Reinvestment," in order to require that <br />entities who receive tax abatement for commercial or industrial projects agree to make a <br />contribution to a bona fide apprenticeship program as amended. Councilman McKay <br />moved to table. The motion was seconded by Councilman Gareau and passed <br />unanimously. Ordinance No. 2000.34 tabled <br />Ordinance No. 2002-105 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the "Environmental Specialist" position salary range as either a <br />full time or a part time position, and otherwise re-establishing the rates of compensation <br />for various administrative and legislative personnel and declaring an emergency. <br />Councilman Limpert moved to table. The motion was seconded by Councilman McKay. <br />Roll call: Limpert, yes, with comment that perhaps this may need to be revisited and <br />perhaps better defined. We have just gone through hiring a consultant to help us through <br />our new permit. These are duties that could have been handled by an environmental <br />specialists. He was concerned at the last Environmental Committee when it was said the <br />city does not know for sure what is coming down the pike. For the most part, we have <br />been prepared in recent years for whatever came down the pike. He believes that Council <br />should reconsider this in the future. Roll call continued: McKay, yes; Nashar, yes; <br />Miller, yes; Kasler, yes; Dailey, yes; Gareau, yes. The motion passed unanimously. <br />Ordinance No. 2002-105 tabled. <br />Ordinance No. 2003-159 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its third reading. An ordinance to make appropriations for current expenses <br />and other expenditures for the City of North Olmsted for the year ending December 31, <br />2004, as amended. Councilman McKay moved for adoption. The motion was seconded <br />by Councilman Nashar and passed unanimously. Ordinance No. 2003-159 adopted. <br />Resolution No. 2003-161 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its third reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for diesel fuel and gasoline products for use by the City of North <br />Olmsted, as per specifications now on file in his office, and authorizing the Mayor to <br />contract for same, and declaring an emergency. Councilman McKay moved for adoption. <br />The motion was seconded by Councilman Gareau and passed unanimously. Resolution <br />No. 2003-161 adopted. <br />8 <br /> <br />
