Council Minutes of 12!16/2003 <br />Resolution No. 2003-166 introduced by Councilman Nashar on behalf of the Mayor was <br />given its third reading. A resolution to approve and authorize the Mayor to enter into a <br />release agreement with Star Transport, Inc. for damage done to city property and <br />declaring an emergency. Councilman Nashar moved for adoption. The motion was <br />seconded by Councilman McKay and passed unanimously. Resolution No. 2003-166 <br />adopted. <br />Ordinance No. 2002-200 introduced by Mayor Musial was given its second reading. An <br />ordinance creating a new and revised city salary range ordinance in order to clarify that <br />certain non-bargaining unit employees listed in the city salary range ordinance may, <br />subject to the applicable provisions of the federal Fair Labor Standards Act, receive <br />compensatory time off in lieu of paid overtime compensation for the city's various <br />administrative and legislative personnel, and otherwise re-establishing the rates of <br />compensation for various administrative and legislative personnel, and declaring an <br />emergency. Councilman McKay moved to table. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2002-200 tabled. <br />Ordinance No. 2003-100 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Section 179.03 of Chapter 179 of the City Administrative Code <br />entitled "Department of Planning," in order to establish the position of Economic <br />Development Manager, and declaring an emergency. Councilman McKay moved to <br />table. The motion was seconded by Councilman Nashar and passed unanimously. <br />Ordinance No. 2003-100 tabled. <br />Ordinance No. 2003-162 introduced by Council members Limpert and Gareau was given <br />its second reading. An ordinance establishing within the Special Revenue Fund group a <br />"Building and Land Acquisition and Improvement Fund" of the City of North Olmsted, <br />and directing that the net proceeds received by the city from the sale of the "Old Library" <br />building at 27425 Butternut Ridge Road be paid into said Special Revenue Fund, and <br />declaring an emergency, as amended. <br />Ordinance No. 2003-167 introduced by Councilman Gareau on behalf of Mayor Musial <br />was given its second reading. An ordinance to make and transfer appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 2003 as amended. Councilman Gareau moved for suspension of <br />the rule requiring three readings and noted the legislation had been reviewed by <br />committee. The motion was seconded by Councilman McKay and passed unanimously. <br />Councilman Gareau moved for adoption. The motion was seconded by Councilman <br />McKay and passed unanimously. Ordinance No. 2003-167 adopted. <br />Resolution No. 2003-168 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for 5,000 tons <br />of asphalt and tack coating for various streets in the City of North Olmsted, as per <br />specifications on file in his office, and authorizing the Mayor, subject to the approval by <br />the Board of Control, if necessary, to enter into a contract for same and declaring an <br />emergency. <br />9 <br />,: ~ <br />
