Council Minutes of 12/2/2003 <br />Ordinances 2003-137, 2003-13$ and 2003-141. She has a fundamental disagreement <br />with the substance of these ordinances; however, Council will have an opportunity in the <br />near future to address that issue should it be necessary and appropriate to do so. <br />Therefore, in order to insure there is no delay in the employees receiving their paychecks, <br />her vote is yes. Roll call continued: Limpert, abstain, as his wife is a school crossing <br />guard whose position is covered under this legislation. Ordinance No. 2003-137 adopted. <br />Ordinance No. 2003-138 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing rates of compensation for various administrative and legislative <br />personnel for the years 2004 and 2005. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Limpert. Roll call: McKay, yes; Limpert, yes; <br />Kasler, yes, with comments given for Ordinance 2003-137. Roll call continued: Miller, <br />yes; Gareau, yes; Dailey, yes; Nashar, yes. The motion passed unanimously. Ordinance <br />No. 2003-138 adopted. <br />Ordinance No. 2003-141 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the compensation, benefits and working conditions for salaried <br />employees employed by the North Olmsted Municipal Bus Line, who are not members of <br />the A.F.S.C.M.E., Local 3517, Collective Bargaining Unit, which said compensation is <br />reimbursed by the Greater Cleveland Regional Transit Authority in the operating <br />agreement. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Limpert. Roll call: McKay, yes; Limpert, yes; Nashar, yes; Miller, yes; <br />Dailey, yes; Gareau, yes; Kasler, yes, with comments given for Ordinance 2003-137. <br />The motion passed unanimously. Ordinance No. 2003-141 adopted. <br />Resolution No. 2003-151 introduced by Mayor Musial and the entire City Council was <br />given its third reading. A resolution accepting the amounts and rates as determined by <br />the Budget Commission and authorizing the necessary tax levies and certifying them to <br />the County Auditor. Councilman McKay moved for adoption. The motion was seconded <br />by Councilman Limpert and passed unanimously. Resolution No. 2003-151 adopted. <br />Ordinance No. 2003-154 introduced by Mayor Musial was given its third reading. An <br />ordinance amending Chapter 945 of the Streets, Utilities and Public Services Code <br />entitled "Community Cabin/Senior Center," specifically amending Section 945.05 <br />"Rates, Charges and Deposits." Councilman McKay moved for adoption. The motion <br />was seconded by Councilman Limpert and passed unanimously. Ordinance No. <br />2003-154 adopted. <br />Ordinance No. 2003-155 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Director of Public Safety to purchase two new rescue squads, <br />three new utility vehicles, and other related equipment, for the North Olmsted Fire <br />Department through the state purchase program; further authorizing the Mayor to execute <br />necessary contract documents; and declaring an emergency. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2003-155 adopted. <br />15 <br />
