Council Minutes of 12/2/2003 <br />Ordinance No. 2003-156 introduced by Councilman McKay was given its third reading. <br />An ordinance providing for the issuance and sale of $550,000 of notes, in anticipation of <br />the issuance of bonds, to pay costs of acquiring emergency rescue squad and other motor <br />vehicles and related equipment for the city's Fire Department. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2003-156 adopted. <br />Ordinance No. 2003-158 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its second reading. An ordinance accepting a permanent storm sewer easement <br />located on property owned by Robert E. Gilchrist, Trustee of the Mary E. Gilchrist <br />Revocable Trust, and declaring an emergency. Councilman Limpert moved for <br />suspension of the rule requiring three readings, and the motion was seconded by <br />Councilman McKay. Roll call: Limpert, yes; McKay, yes; Nashar, yes; Dailey, yes; <br />Miller, yes; Kasler, yes; Gareau, abstain, as his law firm is the attorney representing the <br />trustee of the Mary E. Gilchrist Revocable Trust. For that reason, he did not participate <br />in discussion or deliberation of the matter and will not vote on it. The motion passed <br />with six yeas and one abstention. Councilman McKay moved for adoption, and the <br />motion was seconded by Councilman Limpert. Roll call: McKay, yes; Limpert, yes; <br />Miller, yes; Nashar, yes; Dailey, yes; Gareau, abstain; Kasler, yes. The motion passed <br />with six yeas and one abstention. Ordinance No. 2003-158 adopted. <br />Ordinance No. 2003-159 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its second reading. An ordinance to make appropriations for current expenses <br />and other expenditures for the City of North Olmsted for the year ending December 31, <br />2004, as amended. <br />Resolution No. 2003-161 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its second reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for diesel fuel and gasoline products for use by the City of North <br />Olmsted, as per specif cations now on file in his office, and authorizing the Mayor to <br />contract for same, and declaring an emergency. <br />Ordinance No. 2003-163 introduced by Councilman Nashar on behalf of Mayor Musial <br />was given its second reading. An ordinance dispensing with an RFP process and <br />authorizing the Mayor to enter into a contract with Sally A. Julian to serve as the city's <br />art consultant for the purpose of selecting and purchasing works of art for the city's new <br />library building, and declaring an emergency. Councilman Gareau moved to table <br />Ordinance No. 2003-163, and the motion was seconded by Councilman Nashar. Roll <br />call: Gareau, yes; Nashar, yes; Miller, yes; McKay, yes; Limpert, yes, commenting it is <br />to his understanding Ms. Julian is no longer interested in doing that sort of work for the <br />city.
