Council Minutes of 12/2/2003 <br />Resolution No. 2003-172 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Public Service to advertise for bids for 5,000 <br />tons of stone for various Service Department needs, as per specifications on file in his <br />office, and authorizing the Mayor, subject to approval by the Board of Control, if <br />necessary, to enter into a contract for same and declaring an emergency. <br />Ordinance No. 2003-173 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 1701.13 of the Fire Prevention Code in order to <br />provide for annual inspection fees and declaring an emergency. <br />Resolution No. 2003-174 was introduced and placed on first reading by Councilman <br />McKay. A resolution authorizing the Mayor of the City of North Olmsted to enter into a <br />three-year agreement with SBC providing for the city to participate in SBC's Valuelink <br />program and receive volume discounts for phone use. <br />Ordinance No. 2003-175 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Director of Public Safety to purchase six (6) new Crown <br />Victoria Interceptor Cruisers, and related Police equipment, for the North Olmsted Police <br />Department through the state purchase program; further authorizing the Mayor to execute <br />all necessary contract documents; and declaring an emergency. <br />Ordinance No. 2003-176 was introduced and placed on first reading by Mayor Musial. <br />An ordinance dispensing with the RFP process otherwise required by Section 111.03 et <br />seq. of the Administrative Code and authorizing the Mayor to enter into a contract with <br />Floyd Browne Associates, Inc. ("FBA") for the purpose of providing consulting engineer <br />services to the city regarding the city's NPDES permit for Wastewater Treatment Plant <br />operations, and declaring an emergency. <br />Resolution No. 2003-177 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to enter into a fourth interim agreement with the City <br />of North Royalton, Ohio, for the stabilization and disposal of biosolids generated by the <br />North Olmsted Wastewater Treatment Plant, and declaring an emergency. <br />Ordinance No. 2003-178 was introduced and placed on first reading by Councilman <br />McKay. An ordinance dispensing with the RFP process otherwise required by Section <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with the local <br />Government Services Division of the Auditor of the State of Ohio, in order to provide <br />assistance in GAAP conversion, implementation of the new financial reporting model <br />required by GASB No. 34, and preparation of the city's CAFR for the year 2003. <br />MISCELLANEOUS BUSINESS <br />Councilman Limpert scheduled an Environmental Control Committee meeting for 6 p.m. <br />on Tuesday, December 9, to discuss Ordinance 2003-176 and Resolution 2003-177. The <br />Service Director and a representative from the WWTP are asked to attend. <br />1g <br />
