Council Minates of 12/2/2003 <br />staff. Her department is trying to discern whether this was a credible amoum or not and <br />if the information in the report is credible. Councilman Gareau expressed concern for <br />the WWTP budget and wondered if support of that program may need to be revisited. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Monday, November 24. Present were committee members Limpert and McKay; Council <br />members Gareau, Nashar, Miller; Council President O'Grady; Law Director Dubelko, <br />Finance Director Copfer, Safety Director Jesse, Service Director Driscoll, City Engineer <br />Durbin, head mechanic Conway, animal warden Ward, library representatives Mrs. <br />Brookshire and Mr. Hunsicker and art consultant Sally Julian. The following items were <br />discussed: <br />^ Resolution 2003-161, a resolution authorizing the Director of Public Service to <br />advertise for bids for diesel fuel and gasoline products for use by the City of North <br />Olmsted, per the specifications now on file in his office and authorizing the Mayor to <br />contract for the same and declaring an emergency. This will be a two-year contract <br />and is necessary to provide the city with fuel and gasoline needs. The committee <br />recommended approval. <br />^ Ordinance 2003-87, an ordinance authorizing the Mayor to enter into a agreement <br />with Local 2681, Ohio Council 8 AFSCME, amending the collective bazgaining <br />agreement for the city's clerical and technical unit in order to place within the unit the <br />position of animal warden. It was requested by the animal warden to become a <br />member of the union, Local 2681. By becoming a union member, it will not be in <br />conflict with the Civil Service position whether he is classified or non-classified. The <br />committee recommended approval. <br />• Ordinance 2003-163, an ordinance dispensing with an RFP process and authorizing <br />the Mayor to enter into a contract with Sally A. Julian to serve as the city's art <br />consultant for the purpose of selecting and purchasing works of art for the city's new <br />library building and declaring an emergency. The library fund provides for $50,000 <br />for art work for the new library. Mrs. Brookshire explained the need for a person <br />who is experienced in the world of art to guide the city in selecting the best works of <br />art far the new building. Mrs. Brookshire then introduced Sally Julian who has over <br />15 years experience as a gallery director and an art consultant. Ms. Julian has <br />represented 19 artists and guided many companies in Cleveland and in Ohio. The <br />consultant's compensation would be a percentage of the costs of the art based on the <br />paintings. The city does not pay her fee, but she receives a fee from the artists whose <br />paintings are purchased. Suggestions included using high school student art, artists in <br />North Olmsted and a committee with representatives from the community, City <br />Council and art organizations in the city. The committee feels it is a matter that <br />should be viewed and selected by all of Council and referred this matter to the <br />Council-as-a-Whole. <br />^ Ordinance 2003-159, an ordinance to make appropriations for current expenses and <br />other expenditures for the City of North Olmsted for the year ending December 31, <br />2004. This is a temporary ordinance and will cover the city expenses for the first <br />three months of the year.
