~, NORTH OLMSTED CITY COUNCIL
~,~,>:- MINUTES OF THE PUBLIC HEARING
NOVEMBER 18, 2003
Present: President of Council O'Grady, Council Members Gareau, Limpert,
McKay, Miller, Nashar
Also Present: Clerk of Council Seman
President O'Grady called the public hearing to order at 7 p.m. in Council Chambers,
5200 Dover Center Road, North Olmsted, Ohio.
President O'Grady announced that the public hearing was being held with regard to
Ordinance No. 2003-123, an ordinance providing for an amendment to the Zone Map of
the City of North Olmsted in order to supplementally zone Permanent Parcel Numbers
235-16-008 and 235-16-009 so as to include them within the Wireless
Telecommunications Facilities Overlay District ("WTFO") of the City of North Olmsted.
AUDIENCE PARTICIPATION
Councilman Nashar acknowledged that the public hearing was being held to discuss the
zoning issue but said he wished to address the issue of the location of the proposed tower.
The proposed tower will be on the high school football field grounds. It will replace one
of the current light poles for the football field. The antenna will be mounted on top of
that light pole and will extend approximately 15 feet above the light pole.
Joan Puinno, 2781 Gloucester Drive, asked how high the pole would be. She inquired if
there would be additional meetings so residents could discuss the actual tower since this
meeting was to discuss zoning.
President O'Grady explained the issue to be discussed at this meeting was whether or not
the zoning should be changed to allow these parcels, which belong to the city schools, to
be placed within the overlay district which would allow a tower. Should this go forward,
at some point in the future there could be another issue brought forward to Council as to
whether a tower could be built. At that point, the project would go through the process of
the boards and commission. At the Planning Commission, residents would have an
opportunity to see the plans and comment on them. Also, the project would go to
Council through the committee process.
Mrs. Puinno asked, if all the residents in attendance said no, would this still be taken to
the next step?
Councilman Gareau said he wished to give a little bit of history of telecommunication
`'~" towers in North Olmsted. Up until about 1998, we did not have zoning code regulations
.. ~ ~.E
I
