Council Minutes of 10/21/2003 <br />was seconded by Councilman McKay. Roll call: Nashar, yes; McKay, yes; Miller, <br />yes; Limpert, yes; Kasler, yes; Gazeau, yes with the comment that the approval <br />include the recommendations of the committee and the various boazds and <br />commissions. Councilman Nashaz agreed that was his intention. Roll call continued: <br />Dailey, yes with the comment that the building will be a fine addition to Wazd II. <br />The motion passed unanimously. <br />• Ordinance 2003-144, an ordinance amending Section 1126.03 and 1126.04 of <br />Chapter 1126 of the Planning and Zoning Code entitled "Commercial and Other <br />Building Permits" to provide for the Director of Planning to review development <br />plans. This will establish the authority of the Planning Director with respect to the <br />said building permits and to develop review procedures in the city to work with and <br />coordinate such review matters following the Building Commissioner's receipt of <br />such applications to provide professional consultation to the administrative bodies of <br />the city. There was a lengthy discussion regarding the Planning Director's input on <br />this ordinance. After discussion, the Law Director recommended that the ordinance, <br />along with the Planning Director's recommendations, be sent to the Planning <br />Commission for their comments and recommendations. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfaze Committee: <br />1) A meeting of the Safety Committee was held on October 20. Present were committee <br />members Kasler, Miller and Nashaz; Councilman McKay, President O'Grady; directors <br />Dubelko, Jesse, Fazver; Mayor Musial, City Engineer Durbin and guests. The following <br />agenda items were discussed: <br />• The committee went irrto executive session for the purpose of discussing a personnel <br />matter related to a Fire Department employee. Following the executive session, a <br />vote was taken with the committee unanimously recommending approval of an <br />extension of wages paid to an injured fire fighter until such time as a determination is <br />reached by the Industrial Commission officer or for 60 days, whichever comes first, <br />at which time the issue will once again be presented to City Council should any <br />necessary action be taken. Councilwoman Kasler moved that the payment of wages <br />to the injured fire fighter continue for a period of 60 days or until the heazing officer <br />returns a determination, whichever comes first. The motion was seconded by <br />Councilman Gazeau. Roll call: Kasler, yes; Gazeau, yes; Dailey, yes; Limpert, yes <br />with brief comment that it is his understanding that this will be contained within the <br />Fire Department's budget. That was their recommendation. Roll call continued: <br />McKay, yes; Miller, yes; Nashaz, yes. The motion passed unanimausly. <br />• Ordinance 2002-171, an ordinance amending Sections 555.03 of the General Offenses <br />Code in order to harmonize the treatment of and time for unloading trucks in <br />commercial zones. The ordinance was amended on the recommendation of the <br />committee to establish a start time for unloading from trucks and operating related <br />equipment to no eazlier than 7:30 a.m. The main reason for the time changes in the <br />ordinance, was to bring consistency in this ordinance and later in the business code, a <br />consistency which will enhance enforcement ability of the Police Department. After <br />comments from Councilman Miller on behalf of the residents who could be adversely <br />affected by the start time and comments from resident Jim Burns on behalf of the <br />6 <br />
