Councilwoman <br />Kasler moved that Ordinance 2002-171 be amended as discussed in committee and as <br />further clarified by the Law Department to reflect a consistent start time for loading <br />and unloading to be 7:30 a.m. The motion was seconded by Councilman Nashar and <br />passed unanimously. Ordinance No. 2002-171 amended. <br />• Ordinance 2003-11, an ordinance amending Section 1701.18 and enacting new <br />Section 1707 of the Fire Prevention Code in order to define fire alarm systems and to <br />assess monetary chazges for false fire alazms. The ordinance has been discussed in <br />committee on several occasions. Councilman McKay questioned the increase in fees <br />and the high rate of those fees and how that was rationalized. It was a very legitimate <br />question that was explained by Fire Department personnel who looked at potential <br />actual costs for the depaztment to address repetitive false alarms and also the fees in <br />place in other municipalities for the same occurrences. Councilwoman Kasler moved <br />to amend the ordinance to include the clarification that the ordinance does not apply <br />to residential dwellings, that the first false alarm does not result in a fine but rather in <br />a warning and that fines for subsequent false alarms, at the discretion of the Fire <br />Chief, will be $500, $1,000 and $2,000 for each subsequent false alazm and to amend <br />Section 2, 1701.27(d)(4) to read: "The Fire Chief may institute and require a fire <br />watch system of human verification of emergency conditions," and the amendment is <br />"while repairs and/or maintenance aze being performed to an automated fire alazm <br />system." The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance No. 2003-11 amended. <br />• A liquor permit at Minotti's Wine World, 27600 Lorain Road for a change in stock <br />ownership. After no objections from the Police Depattment, the committee voted <br />unanimously to make no objection to the stock transfer. Councilwoman Kasler <br />moved that Council have no objection to the stock transfer for the liquor permit of <br />Minotti's Wine World, 27600 Lorain Road. The motion was seconded by <br />Councilman Miller and passed unanimously. <br />Councilman Miller, chairperson of the Intra-Governmental Relations, Legislation and <br />Long-Range Planning Committee: 1) The committee met on October 20, and the <br />following agenda items were discussed: <br />• The appointment of Meenal Parikh of Lydgate Drive, North Olmsted, to the Fair <br />Housing Review Boazd. Mrs. Parikh is currently employed as a teacher in the North <br />Olmsted School System, is a gaduate of Urbana University, Cleveland State <br />University and the University of Toledo. She has also served as a drug prevention <br />counselor in the Bronx and as a social worker in the Bronx. She has worked in <br />various capacities in education throughout her cazeer. She also speaks fluently in two <br />foreign languages, one of which is Hindi and one of which is a local dialect of Hindi. <br />The committee was quite impressed with Ms. Parikh's backgound and her <br />willingness to serve. Councilman Miller made a motion to approve the appointment <br />of Meenal Parikh to the Fair Housing Review Boazd for the term of 1/1/02 to <br />7 <br />
