Council Minutes of 9/2/2003 <br />Resolution No. 2003-122 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of audio-visual equipment for the new North Olmsted Branch Library of the Cuyahoga <br />County Public Library, authorizing the Mayor to enter into a contract for said purchase <br />with the lowest and best bidder, subject to approval by the Board of Control, and <br />declaring an emergency. <br />Ordinance No. 2003-120 introduced by Council Member Miller was given its second <br />reading. An ordinance amending Section 109.04 of the Administrative Code entitled <br />"Notice of Special Meetings" in order to eliminate the requirement that notice of special <br />Council meetings be published in newspapers of general circulation in the community <br />and provide instead that the notice of such meetings shall be announced on the city's <br />website. Councilman Miller made a motion to amend Ordinance 2003-120 to include the <br />emergency clause and other amendments as made and presented by the Law Department <br />at this evening's committee meeting and recommended for approval by the Legislative <br />Committee. The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2003-120 was amended. Councilman Miller moved for suspension of the <br />rule requiring three readings and remarked that the legislation had been discussed in <br />committee on two separate occasions. The motion was seconded by Councilman Gareau. <br />Roll call: Miller, yes; Gareau, yes; Dailey, yes; Nashar, yes; McKay, yes; Lirnpert, no, <br />with the comment, since there is no anticipation of a special meeting between now and <br />the next two weeks, he finds it unnecessary to suspend the rules. Roll call continued: <br />Kasler, yes. The motion passed with six yeas and one no. Dennis Lambert, 25057 Carey <br />Lane, expressed his displeasure with the ordinance and the fact that it was being passed <br />under suspension of the rules He believes that publishing notices in the newspaper is a <br />standard practice and makes the information available to people whether or not they <br />choose to read it. The city has run up to this point on the old ordinance. He thinks that <br />this needs some more meetings in order to discuss all the ramifications. Passing this so <br />fast raises suspicions. Councilman Miller moved for adoption of the amended legislation. <br />The motion was seconded by Councilwoman Kasler. Roll call: Miller, yes; Kasler, yes; <br />Dailey, yes; Nashar, yes; Limpert, yes, commenting that at first he was not sure about this <br />change. However, the more he thought about it, the current process is not working. <br />People don't come to the meetings. It is his hope that by posting on the website and the <br />cable channel, perhaps the amount of notification will be increased as opposed to <br />restricted. Roll call continued: Gareau, yes; McKay, yes. The motion passed <br />unanimously. Ordinance No. 2003-120 adopted as amended. <br />Ordinance No. 2003-125 was introduced and placed on first reading by Mayor Musial. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 3 1, 2003. <br />Resolution No. 2003-126 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into an <br />agreement with Ramsey & Associates Personnel Management, Inc., to provide testing <br />services to the Civil Service Commission in connection with the Fire Lieutenant <br />promotional examination, and declaring an emergency.
