Council Minutes of 8/19/2003 <br />could do and not do. Mr. Gareau noted that times have changed from when the first tower <br />went up on Clague a few years back. It used to be that a fairly large fee was paid just to <br />locate on property and then a monthly rental fee would also be paid. That no longer is <br />true. The towers have proliferated to the point that they don't put out that kind of money. <br />So, the amount the city would receive for the site on Root Road would probably not be <br />enough to complete a cul-de-sac. Mrs. Kasler noted it is precisely the proliferation of <br />those towers which Council had sought to diminish. With so many towers going up now <br />and the benefit to the city diminishing as well, this is not a done deal. This was brought <br />before the committee for discussion purposes but has not gone through the process yet of <br />Planning Commission. There may be some Council people who may very well be in <br />agreement with it, but she is not particularly in agreement with it. Mr. Miller said the <br />possibility of the pole being taller than the suggested 60 feet was discussed so that co- <br />loration could be a possibility in order to enhance the income aspect. There was no final <br />decision from the committee meeting <br />LEGISLATION <br />Ordinance No. 2003-47 introduced by Councilmen Nashar and Gareau was given its <br />second reading. An ordinance to establish a new and revised procedure for development <br />plan review and to authorize the assessment of costs for expert consuhation by amending <br />Sections 1126.02, 1126.03, and 1126.04(4) of Chapter 1126 of the Planning and Zoning <br />Code entitled "Commercial and Other Building Permits," as amended. <br />Ordinance No. 2003-48 ir~txoduced by Councilman Nashar was given its second reading. <br />An ordinance creating new Section 1126.09 of Chapter 1126 of the Planning and Zoning <br />Code to establish a requirement that certain commercial building permit applications <br />submit a master sign plan in compliance with the Sign Code (Chapter 1163), as amended. <br />Ordinance No. 2003-101 introduced by Councilman Gareau was given its second <br />reading. An ordinance providing for the submission to the electors of the City of North <br />Olmsted of an amendment to Article XIV of the Charter of the City of North Olmsted to <br />provide for members of the Charter Review Commission to be appointed by City Council <br />and declaring an emergency, as amended. Councilman Gareau moved for suspension of <br />the rule requiring three readings and noted that it had been reviewed in committee twice. <br />The motion was seconded by Councilman Miller and passed unanimously. Councilman <br />Gareau noted that the ordinance was previously amended, and one of the things that was <br />inadvertently overlooked was the actual title which indicates that the members of the <br />Charter Review Commission would be appointed by City Council. The text of the <br />document has changed wherein actually four members would be appointed by City <br />Council and three by the Mayor. With that caveat, Councilman Gareau moved for <br />adoption, and the motion was seconded by Councilman Miller. Roll call: Gareau, yes; <br />Miller, yes; McKay, yes; Limpert, yes, with a brief comment. He has been concerned <br />about some of the recent Charter change proposals and has not believed they have all <br />been well thought out by Council. Perhaps this permanent commission may put a little <br />more thought into these proposals, and we will come out with a better process. Roll call: <br />14 <br /> <br />
