Council Minutes of 8/19/2403 <br />work on the sidewalks on one side of Bradley Road will begin in a week or so and <br />perhaps the other side can be done next year. <br />2) The Civil Service Commission has certified the results of the recent Assistant Fire <br />Chief test, and Lt. Edward Robertson was the top scorer. Safety Director Richard Jesse <br />has appointed Lt. Robertson to the position of Assistant Fire Chief. Swearing-in <br />ceremonies will be held at City Hall at 9 a.m. on Friday, August 22. Everyone is invited <br />to attend. <br />3) One fire occurred during the blackout, and it was caused by an improper candle <br />burning at the Columbia Square Apartments. It was put under control in short order. <br />4) Springvale had the largest sales day in its history on Saturday, August 9, 2003 with <br />revenue of over $10,000 for the single day. <br />5) With regards to the Building Department and the Property Maintenance Inspector, we <br />are receiving and continue to receive complaints. They are being logged in and handled <br />by the Safety Department. A posting for the building inspector was made. Applications <br />have been received, and interviews are starting tomorrow. A building inspector will be <br />hired on a provisional basis subject to future Civil Service testing procedures. <br />6) The one criminal action that took place during the blackout involved a male being <br />robbed at gunpoint by two males. Our Police Department worked swiftly to obtain a <br />description and made a local broadcast to area departments. Westlake police spotted the <br />vehicle, stopped it in the area of Clague and Detroit, and the suspects were identified by <br />the victim and taken into custody. <br />7) FEMA, Federal Emergency Management Agency, has informed the city about a <br />provision which would reimburse for 75% of the costs involved in providing the <br />necessary services during the blackout. The Police Department worked very quickly in <br />getting this information together and turned in today. The anticipated cost for the <br />blackout totals approximately $49,000. <br />8) The Lorain Road rehab project is continuing with work on grinding the existing <br />pavement on the north side of the street from Stearns Road to the county line. The first <br />asphalt coating, which is a leveling coating, has been applied on part of the street. The <br />curb, sidewalk and apron replacement is set to begin on Monday, August 25, from <br />Steams Road to the county line. <br />9) The roof trusses at the new library continue to be erected. The project was roughly <br />two weeks behind schedule; however, with the good weather, it is now only a week <br />behind schedule. Hopefully, that loop will be closed. The left turn lane from Butternut <br />Ridge Road into the library is currently being constructed. <br />10) Slab work is continuing on Camellia Lane and Nandina Drive. Wisteria Drive and <br />Andorra should begin late next week when Camellia and Nandina are complete. The <br />work in the Sandy Ridge development is 99% finished, but lawn restoration is still to be <br />completed. <br />11) City Engineer Durbin spoke with an aid in Congressman Kucinich's office to <br />continue the city's attempt to eliminate the unpleasant high whine on State Route 252. <br />This part of the road has the grooves which are transverse to the longitudinal part of the <br />road. It was originally designed to prevent hydroplaning. But hydroplaning doesn't start <br />until you reach roughly 45 miles per hour. The speed limit is 35 miles per hour, and the <br />city is asking ODOT to help in resolving this noise problem on that portion of the road. <br />2 <br />
