Council Minutes of 8/19/2003 <br />„~,, we need to know what we have to keep, how long we should keep it and then to be able <br />to destroy records that are no longer required to be kept. <br />2) On August 7, he received a copy of a notice to negotiate filed by the fire fighters union <br />with SERB. The union proposes to begin negotiations early this year in September. Their <br />contract does not terminate until December 31. This issue will be discussed with Council <br />during executive session this evening. <br />3) On August 7, he attended a meeting of the Board of Zoning Appeals while the <br />Assistant Law Director was on vacation. One of his goals as city Law Director was to <br />help promote better coordination and consistency between the Planning Commission and <br />the BZA by having the same member of the Law Dept. advising each board and to <br />encourage each boazd to protect and promote the integrity of the Zoning Code. He was <br />impressed by the way the board conducted its meeting. It was particularly gratifying for <br />him to see the board pro-actively soliciting input from the Building and Law Departments <br />before ruling upon variance requests. <br />4) On August 7 and 8, he had a number of communications with resident Scott Stettin <br />who lives in the home on Butternut Ridge Road immediately to the east of the new <br />library site. Mr. Stettin. was concerned that the city was about to enter onto and take his <br />property for the purposes of widening Butternut Ridge Road near the library. Those <br />concerns were communicated to the City Engineer, and Mr. Stettin was advised that there <br />were no plans to take any property, at this time at least; and, if the city was next year <br />going to widen Butternut Ridge Road in that area of his house and enter upon his <br />property, his permission would be sought to obtain easements or whatever is needed <br />legally before so doing. <br />5) On August 11, he received a check from Auto Owners' Insurance representing a <br />demolition deposit that's required by state law when insurance proceeds are paid out on a <br />fire loss. This involved fire damage to a home on Elder Drive back in 2002. The <br />insurance company had neglected to withhold the deposit monies in payment to the city <br />when it paid out on a loss, and the matter was turned over to the Law Department by the <br />Safety Department. The purpose of that deposit is that, in the event the homeowner <br />doesn't complete reconstruction or there are other costs associated with the fire loss <br />which become a city cost, the city has a deposit to work against. If there are no such <br />costs, it is turned back to the insurance company at the conclusion of construction. <br />6) On August 12, he attended a Board of Control and a directors' meeting at City Hall. At <br />the Board of Control meeting, an issue relating to a change order at the new library was <br />ultimately continued by the boazd to obtain some more information from the city's <br />construction manager. <br />7} On August 12, he met with Council member Gareau to attempt to craft revisions to <br />Ordinance 2003-101 which is the Charter Review Commission reform proposal. <br />Following that meeting, he drafted the changes to the ordinance and it was presented by <br />Councilman Gareau to the legislation committee that evening. <br />8) On August 15, he spoke with Assistant County Prosecutor Joyce Dodrill and County <br />Library Facilities Manager Mike Morley regarding the County Library's position on the <br />purchasing process for interior signage and an audio-visual system at the new library. <br />The former represents an approximate twenty-five thousand dollar expenditure of city <br />funds, and the latter fifty thousand dollars.
