Council Minutes of 8/19/2003 <br />city would be able to keep the same TPA and the same case management. What we <br />would be doing is just pooling our risk with other municipalities. We would make the <br />pool stronger because our rate is very good. The preliminary estimates suggest an <br />ultimate savings of approximately fifty-seven thousand dollars. The exact number will <br />not be known until 2003 is complete because 2004 payments are based on 2003 actual <br />payroll dollars. However, estimates are leaning in our favor. <br />6) She and the Clerk of Council recently visited the Western Reserve Historical Society <br />as a possible site for storage of Council records. Old records from the early 1900's are <br />deteriorating and we need to get them into a proper environment to be able to keep those <br />permanent records. It was an extremely informative visit. The Historical Society keeps <br />the records in aclimate-controlled environment. The public does not have access to <br />those records, but the records are on microfiche for the public to utilize. The city would <br />also have a copy of the microfiche. More information on this possible storage site and <br />costs will be forthcoming in October when the curator visits the city to review our storage <br />needs. <br />7) She was asked by a Recreation Commission member and the Recreation <br />Commissioner, to review the process of their internal reporting because there have been <br />some inconsistencies in formulas and figurers were not balancing. She has reviewed the <br />process and has delved into the financial accounting system and found the system to be <br />very cumbersome. It's a very manual process on a daily process. It's very prone to error; <br />therefore, people have invented triple checks to make sure that it really equals to avoid <br />errors. It takes a very long time. She has made some recommendations on better <br />utilization, perhaps entering the information once and creating links in all the information <br />instead of entering three times. She has helped them to create links in their spreadsheets <br />so that it's entered once. The problems all start at the Rec Center cash register and at the <br />ticket booth. The process is very antiquated, as they can't even keep track of all the <br />programs that they have. They don't have enough keys for their programs, so they are <br />using numerous books, paper and notes. The new financial system will greatly help this <br />department. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, August 12, 2003. Attending were committee members Kasler and <br />McKay; Councilperson Gareau; Mayor Musial, Iaw Director Dubelko, Personnel <br />Director Farver, Service Director Driscoll, City Engineer Durbin, Fire Chief Klecan, <br />Police Officer Holly and residents Mr. Barker and Mr. Dial. The following items were <br />discussed: <br />Resolution 2003-116, a resolution authorizing the Director of Personnel and <br />Administrative Services to advertise for bids for comprehensive municipal liability, <br />police professional liability, property and scheduled equipment, broad form crime, <br />automotive liability and physical damage, public officials errors and omissions, <br />boiler and machinery, inland marine, EDP, umbrella and liquor liability insurance, as <br />a package, authorizing the Mayor to enter into a contract for the said insurance <br />package with the lowest and best bidder, subject to approval of the Board of Control, <br />and declaring an emergency.
