Council Minutes of 8/5!03 <br />Jim Burns, 3978 Dover Center Road, suggested that, if the city wished to sell the old <br />library site to the school system, it do so for $1. To do otherwise, would be to double-dip <br />into the taxpayer's pocket. <br />LEGISLATION <br />Ordinance No. 2003-33 introduced by Council Members Kasler, Miller, Gareau and <br />Nashaz was given its third reading. An ordinance providing for the submission to the <br />electors of the City of North Olmsted of an amendment to Article III, Section 5(a) of the <br />Charter of the City of North Olmsted to require that mayoral appointments of directors be <br />subject to the consent and approval of the members of the Council, and declaring an <br />emergency, as amended. Councilman Nashaz moved for adoption, and the motion was <br />seconded by Councilman Miller. Roll call: Nashaz, yes; Miller, yes; McKay, no, with <br />explanation that he believes the Mayor has as much responsibility to the citizens as the <br />Council does. Also, it's very difficult for anybody in administration to have to ask a <br />legislative person whether they can employ someone who has helped in their campaign. <br />If it is Council's goal to turn those people down who have helped in a campaign to where <br />it is difficult to get anybody to help a candidate run for office, then he would say yes, go <br />ahead. But his vote is no. Roll call continued: Limpert, no, with comment. The city <br />already has a very strong council government. Council sets most of the parameters that <br />the city's administration has to operate under. It is often challenging for administration <br />to achieve the demands placed on it by the public and the Council under the pazameters <br />given. That's been demonstrated as of late. At least Council should let administration try <br />to achieve those demands with the team they have selected. Like so many issues this <br />Council addresses, he believes this is not thoroughly thought out. He is not generally <br />opposed to sending issues before the electorate. But he believes that Council should think <br />this through before submitting it to the electorate and not try to control it any further than <br />they already do. Roll call continued: Kasler, yes, with comment that this is a vote that <br />reflects the decision to bring an issue to the vote of the people of this city. A no vote is <br />saying don't allow the people to have any say in it. She disagrees with that. Roll call <br />continued: Gazeau, yes; Dailey, yes; The motion passed with five yeas and two nays. <br />Ordinance No. 2003-33 adopted. <br />Ordinance No. 2003-91 introduced by Councilwoman Kasler was given its third reading. <br />An ordinance amending Section 141.01 of the Administrative Code, errtitled "Dog <br />Wazden," in order to clarify the duties of the city's Animal Wazden, and declaring an <br />emergency. Councilwoman Kasler moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Ordinance No. 2003-91 adopted. <br />Ordinance No. 2002-149 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Service to advertise for bids for the purchase <br />of some of the furniture and furnishings required for the new North Olmsted Branch <br />Library and to purchase other furniture and furnishings through the State Purchasing <br />Program, all as detailed in the architect's master worksheet and the specifications on file <br />in the office of the Director of Public Service, further authorizing the Mayor to contract <br />for the same, and declaring an emergency, as amended.
