Special Council Minutes 6/30/2003 <br />:., seeding and mulching, to be done by the city, $1,200. Adjust the guide wires at the <br />~~ two power poles by CEI, $1,200. The total cost is $33,370.38. Due to the fact that <br />the city does not have enough employees to do this in-house, it is recommended that <br />the construction be done by a contractor. Mrs. Copfer will prepare the necessary <br />transfer ordinance for this project to move forward, and it will be ready on June 30. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />Environmental Committee met on June 24. Present were committee members Limpert, <br />Dailey and Kasler; Council members Nashar, McKay; City Engineer Durbin, Law <br />Director Dubelko, Finance Director Copfer and Mayor Musial. The following items were <br />discussed: <br />Ordinance 2003-99, an ordinance dispensing with the RFP process basically to add to <br />the city's sewer district and have the preparation work done by Floyd Browne & <br />Associates. We do have the capacity in the plant to handle additional geography. <br />NOACA has suggested we handle the geography, and the committee approved <br />unanimously and recommended passage under suspension of the rules. <br />Ordinance 2003-102, an ordinance to accept sanitary sewer easements on the property <br />owned by Hennie Homes. This has been in the works for quite a while. Originally, <br />the city was going to have to pay a substantial sum of money for these easements. <br />Our City Engineer, Mr. Durbin, has negotiated an arrangement where the city will <br />receive those easements at no cost. The committee recommended approval <br />unanimously and passage under suspension of the rules. <br />Although the ordinance was not before the committee, Ordinance 2003-105 was <br />discussed in general. This ordinance accepts three permanent storm sewer easements <br />and right of entry on the property owned by the North Olmsted Assembly of God <br />Church. The committee is of the opinion that fair market value has been reached. <br />The committee agreed in concept that it should be passed, and it will be passed this <br />evening under suspension of the rules. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met at 6 p.m. on June 30. Present <br />were committee members McKay, Gareau and Nashar; Building Commissioner Conway, <br />Law Director Dubelko; Councilmen Miller and Dailey. The following was discussed: <br />^ A proposal to construct a new 5,780 square foot building at the Westfield shopping <br />mall next to Panera Bread. This proposal was presented by Mr. Steven Greenberger. <br />The building material will be 75% brick, with the upper portion of it being of E.F.T. S. <br />material. The brick material will be tan and rose with a bronze coping. The entrance <br />to the building will be on the north side facing Brookpark Road. There will be fabric <br />awnings around the building, and this will be a dark cherry in color. There will be <br />five light poles that will be replaced in the area, and they are 30 foot. The dumpster <br />area will all be brick with the matching brick of the building. The building will be set <br />back 75 foot from the property line. Also, there will be an in-ground sprinkling <br />system around the facility.
