<br />,,~ Ordinance No. 2003-102 introduced by Mayor Musial was given its second reading. An
<br />.,,~, ordinance accepting a sanitary sewer easement located on property owned by Hennie
<br />Homes, Inc. and developed initially as Cinnamon Woods Condominiums and extending
<br />such utilities to Willow Woods Cluster Homes, and declaring an emergency.
<br />Councilman McKay moved for suspension on the rule requiring three readings, and the
<br />motion was seconded by Councilman Dailey. Roll call: McKay, yes; Dailey, yes;
<br />Gareau, yes; Nashar, commenting that he would be abstaining on Ordinance 2003-102
<br />due to a business proposal that is pending. Roll call continued: Kasler, yes; Miller, yes;
<br />Limpert, yes. The motion passed with six yeas and one abstention. Councilman McKay
<br />moved for adoption, and the motion was seconded by Councilman Dailey. Roll call:
<br />McKay, yes; Dailey, yes; Kasler, yes; Miller, yes; Gareau, yes; Limpert, yes; Nashar,
<br />abstain. The motion passed with six yeas and one abstention. Ordinance No. 2003-102
<br />adopted.
<br />Ordinance No. 2003-104 introduced by Councilwoman Kasler was given its second
<br />reading. An ordinance amending Sections 373.06, 373.08 and 373.15 of Chapter 373 of
<br />the Traffic Code, entitled "Bicycles and Bicycle Registration," in order to make language
<br />corrections to certain sections of the chapter and to amend other sections to improve
<br />bicycle safety in the city, and declaring an emergency. Councilman Dailey moved for
<br />suspension of the rule requiring three readings. The motion was seconded by
<br />Councilwoman Kasler and passed unanimously. Councilman Dailey moved for adoption.

<br />Limpert, yes, commenting that the rules were being suspended because Council will be
<br />on vacation for the month of July. Council believes the ordinance is in good order;
<br />however, if there are some things that need to be looked it, the legislation will be
<br />reviewed to make it safe and enjoyable cycling for everyone. Roll call continued:
<br />Gareau, yes; Miller, yes; McKay, yes; Nashar, yes. The motion passed unanimously.
<br />Ordinance No. 2003-104 adopted.
<br />Resolution No. 2002-149 introduced by Mayor Musial was given its second reading. A
<br />resolution authorizing the Mayor to advertise for bids for the new North Olmsted Branch
<br />Library furniture and furnishings contract as detailed in the specifications on file in the
<br />office of Mayor, further authorizing the Mayor to comract for the same, and declaring an
<br />emergency. Law Director Dubelko commented that, at the recent Finance Committee
<br />meeting, the representation by the administration was that, of the approximately five
<br />hundred thousand dollars that was going to be spent on furnishings, approximately a
<br />hundred and seventy-six thousand was going to be competitively bid. So, the
<br />recommendation from the Law Department was that Council should move forward on
<br />Ordinance 2002-149 with respect to those competitive bidding items, and the rest would
<br />be looked into by the Law Department with probable additional legislation if necessary
<br />being considered at the special Council meeting on July 17. He has spoken with the
<br />architect for the project, and there has been some change of strategy with respect to the
<br />total package. It's his understanding that the administration is currently looking at
<br />competitive bidding for only approximately thirty-four thousand dollars of the
<br />furnishings, about three hundred and sixty-some thousand dollars would be proposed to
