In light of that <br />change, he recommends to Council to just take this on second reading at this time and <br />deal with it at the special Council meeting on July 17. In the alternative, if Council wants <br />to go forward with the competitively bid items, he thinks that Section II should be <br />amended to put a cap on it from the present amount of $500,000 to what the <br />administration is proposing right now. President O'Grady asked if anyone had an <br />objection to allowing the legislation to continue on second reading and then taking up the <br />question at the special Council meeting in the future. Councilman Limpert said his <br />concern was whether the architect feels this delay would affect the time table. Tim <br />Hunsicker from Spice Costantino came forward and said he did not see any problems. <br />They have talked with furniture vendors and bidders who feel that it is being dealt with <br />appropriately in the time frame. His only concern from a time frame standpoint is he <br />believed Council would have the proposal before them this evening as it was faxed to the <br />city last week. He wants to make sure that Council understands that they sharpened their <br />pencils, talked to more vendors about state purchasing and that's why this number shifted <br />so dramatically from before. In the short time as they put together the previous <br />spreadsheet, they didn't have all of the information on who was on state purchasing. <br />That is why there is a huge flip. From a timing standpoint, his only concern is that at the <br />last session, if something switches, then they would have to go back to the beginning <br />again and start over. He has no problem with the legislation being continued until July <br />17 as long as the state purchasing can go forward. They will continue working to get the <br />bid packages ready by the 17a` and will be ready to go by the week of the 21~ with the <br />competitive bidding part of it. Councilman McKay said, on the basis of the <br />recommendation of the Law Director and the fact that this has been under consideration <br />for quite some time, he would prefer to wait until the meeting of July 17. Hopefully, by <br />that time it will be straightened out. Councilman Gareau inquired of Mr. Hunsicker to <br />whom he had faxed the proposal, and he said it had been sem to the Mayor's office on <br />Friday morning. Councilman Miller noted that a June 23 letter from Spice Costantino <br />indicated that a five to six month lead time is more than enough and can, at times, be <br />beneficial to the project budget because they do not run the charge of having to store <br />furniture. Councilwoman Kasler said she would support the recommendation of the Law <br />Director to wait until July 17 with the full understanding and intemion that Council <br />receive the new report that was faxed so they can be prepared to go forward and not <br />cause a delay. She requested that the Clerk obtain a copy of the report and distribute it to <br />Council. <br />Ordinance No. 2003-105 was introduced and placed on first reading by Councilman <br />Limpert on behalf of the Mayor. An ordinance accepting three (3) permanent storm <br />sewer easements and aright-of--entry agreement for property owned by the North <br />Olmsted Assembly of God Church, and declaring an emergency. Council Limpert noted <br />that the legislation was not formerly reviewed by committee, but it was reviewed in <br />concept and approved by the committee. Councilman Limpert moved for suspension of <br />the rules requiring three readings and formal committee review. The motion was <br />seconded by Councilman Gareau and passed unanimously.
