` Council Minutes 6/17/2003 <br />Gateau moved for adoption. The motion was seconded by Councilman Nashar and <br />passed unanimously. Ordinance No. 2003-92 adopted. <br />Ordinance No. 2003-93 introduced by Councilman Gateau was given its second reading. <br />An ordinance amending Sections 721.04, 721.05, 721.06, and 721.07 of the Business <br />Regulation Code, entitled "Temporary Business License; Fee and Duration," "Location <br />of Temporary Place of Business," and "Deposit for Cleaning Premises," in order to <br />further regulate the outdoor storage and sale of goods from commercial parking areas, to <br />restrict commercial tent and sidewalk sales, and declaring an emergency as amended. <br />Resolution No. 2003-95 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to notify Browning-Ferns Industries of Ohio, Inc. <br />("BFI"), of the city's intention to terminate its cotrtract with BFI in order to prevent an <br />automatic extension of the contract; further authorizing the Mayor to solicit bids for the <br />city's contract for the collection and disposal of solid waste and processing of recyclable <br />materials; further authorizing the Mayor, upon approval of the Board of Control, to enter <br />into a contract with the lowest and best bidder; and declaring an emergency. Councilman <br />McKay moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Nashar and passed unanimously. Roll <br />call: McKay, yes; Nashar, yes; Kasler, yes; Gateau, yes, commenting that it is <br />appropriate under these circumstances to go back out for bid on this contract. It has been <br />extended for quite some period of time. He thinks it's always a good idea to go back to <br />public bidding to insure we are actually receiving the lowest price for the service we are <br />getting. Roll call continued: Dailey, yes. An <br />ordinance amending Section 713.03 (License Required; Fee) of Chapter 713 of the <br />Business Regulation Code entitled "Structures for Nontransients" in order to increase the <br />license fee for apartment inspections by the Building Department, and declaring an <br />emergency. An <br />ordinance amending Section 1321.01 (General Building Fees; Contractor Registration) of <br />Chapter 1321 of the Building Code entitled "Permit and Inspection Fees" in order to <br />increase the Building Department's plans examination fees, and declaring an emergency. <br />Councilwoman Kasler moved for suspension of the rules requiring three readings and <br />committee review.
