•+ <br />Council Minutes 6/17/2003 <br />Ordinance No. 2003-98 was introduced and placed on first reading by Mayor Musial. An <br />ordinance amending Section 949.03 (Cutting and Trimming Required), 949.04 (Notice; <br />Bimonthly Inspections; Right to Appeal), and 949.05 (Enforcement by Service Director; <br />Work by City) of Chapter 949 of the Streets, Utilities and Public Services Code entitled <br />"Trees and Weeds" in order to more effectively control the growth of tall grass and <br />weeds on improved and unimproved lots in the City of North Olmsted, and declaring an <br />emergency. Councilman McKay moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councilman Dailey and <br />passed unanimously. Ordinance No. 2003-98 <br />adopted. <br />Ordinance No. 2003-99 was introduced and placed on first reading by Mayor Musial. An <br />ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. <br />of the Administrative Code and authorizing the Mayor to enter into a second agreement <br />with Floyd Browne Associates, Inc. ("FBA") for the purpose of creating an expanded <br />sanitary sewer master plan for additional developing areas within Olmsted Township, and <br />declaring an emergency. <br />Ordinance No. 2003-100 was introduced and placed on first reading by Mayor Musial. <br />An ordinance creating new Section 179.03 of Chapter 179 of the city Administrative <br />Code entitled "Department of Planning," in order to establish the position of Economic <br />Development Manager, and declaring an emergency. <br />Ordinance No. 2003-101 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance providing for the submission to the electors of the City of North <br />Olmsted of an amendment to Article XIV of the Charter of the City of North Olmsted to <br />provide for members of the Charter Review Commission to be appointed by City <br />Council, and declaring an emergency. <br />Ordinance No. 2003-102 was introduced and placed on first reading by Mayor Musial. <br />An ordinance accepting a sanitary sewer easement located on property owned by Hennie <br />Homes, Inc. and developed initially as Cinnamon Woods Condominiums and extending <br />such utilities to Willow Woods Cluster Homes, and declaring an emergency. <br />Ordinance No. 2003-103 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Section 950.03 (Permits Required) of Chapter 950 of the Streets, <br />Utilities and Public Services Code entitled "Urban Forests" in order to regulate <br />commercial tree trimming contractors on improved and unimproved residential lots in the <br />City of North Olmsted, and declaring an emergency. <br />Ordinance No. 2003-104 was introduced and placed on first reading by Councilwoman <br />Kasler. An ordinance amending Sections 373.06, 373.08, and 373.15 of Chapter 373 of <br />the Traffic Code, entitled "Bicycles and Bicycle Registration," in order to make language <br />corrections to certain sections of the Chapter and to amend other sections to improve <br />bicycle safety in the city, and declaring an emergency. <br />20 <br />
