•+ Council Minutes 6/17/2003 Ordinance No. 2003-98 was introduced and placed on first reading by Mayor Musial. An ordinance amending Section 949.03 (Cutting and Trimming Required), 949.04 (Notice; Bimonthly Inspections; Right to Appeal), and 949.05 (Enforcement by Service Director; Work by City) of Chapter 949 of the Streets, Utilities and Public Services Code entitled "Trees and Weeds" in order to more effectively control the growth of tall grass and weeds on improved and unimproved lots in the City of North Olmsted, and declaring an emergency. Councilman McKay moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Dailey and passed unanimously. Ordinance No. 2003-99 was introduced and placed on first reading by Mayor Musial. An ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor to enter into a second agreement with Floyd Browne Associates, Inc. ("FBA") for the purpose of creating an expanded sanitary sewer master plan for additional developing areas within Olmsted Township, and declaring an emergency. Ordinance No. 2003-100 was introduced and placed on first reading by Mayor Musial. An ordinance creating new Section 179.03 of Chapter 179 of the city Administrative Code entitled "Department of Planning," in order to establish the position of Economic Development Manager, and declaring an emergency. Ordinance No. 2003-101 was introduced and placed on first reading by Councilman Gareau. An ordinance providing for the submission to the electors of the City of North Olmsted of an amendment to Article XIV of the Charter of the City of North Olmsted to provide for members of the Charter Review Commission to be appointed by City Council, and declaring an emergency. Ordinance No. 2003-102 was introduced and placed on first reading by Mayor Musial. An ordinance accepting a sanitary sewer easement located on property owned by Hennie Homes, Inc. and developed initially as Cinnamon Woods Condominiums and extending such utilities to Willow Woods Cluster Homes, and declaring an emergency. Ordinance No. 2003-103 was introduced and placed on first reading by Mayor Musial. An ordinance amending Section 950.03 (Permits Required) of Chapter 950 of the Streets, Utilities and Public Services Code entitled "Urban Forests" in order to regulate commercial tree trimming contractors on improved and unimproved residential lots in the City of North Olmsted, and declaring an emergency. Ordinance No. 2003-104 was introduced and placed on first reading by Councilwoman Kasler. An ordinance amending Sections 373.06, 373.08, and 373.15 of Chapter 373 of the Traffic Code, entitled "Bicycles and Bicycle Registration," in order to make language corrections to certain sections of the Chapter and to amend other sections to improve bicycle safety in the city, and declaring an emergency. 20
