Council Minutes of 6/3/2003 <br />10) On June 2, he worked on records commission issues. <br />'''~ 11) On June 3, he attended a Board of Control meeting where a contract was awarded to the <br />Osterland Company as the lowest and best bidder on the Canterbury Road project. <br />Finance Director Copfer: 1) The Ohio Society of CPA's put on an excellent two-day seminar <br />locally last week on implementing of the G.A.S.B. 34 financial reporting model which has <br />been in the works for quite some time. We are required to comply with this fiscal year. <br />Because some municipalities and school districts opted to implement the changes early, they <br />are finding that the audit costs and conversion costs are about 20p/o higher. <br />2) The Bureau of Workers Compensation has made it official that there will be no rebate <br />programs on 2003 premiums, which we pay in 2004. Companies pay it during this year, but <br />we pay it the following year. This year it was about $70,000 because we only paid 25% of <br />our premium, so the cost will be about $300,000 city-wide rather than the $70,000. <br />3) She and Personnel & Administrative Director Farver met with Master Benefits to discuss <br />the upcoming health care renewal. They said they are forewarning us that they have been <br />seeing 15 to 30% increases in costs on renewals. <br />4) She is calling references on the RFP's far the information systems consultant. It has been <br />a tedious process, but she is learning a lot from the people she has spoken to as they all have <br />gone through the conversions. The note borrowing for this project is coming up, and it had <br />been agreed that the amount would be revisited with the possibility of lowering it. However, <br />she feels the $500,000 should be borrowed. If there is $100,000 of play, the rates right now <br />quite low so the differential of $100,000 would only be about $1,500. To do it right to make <br />sure that we have adequate resources to do what we should do and what we need to do, we <br />need that leeway. It is well worth the $1,500 in interest costs. If we do not need the whole <br />amount, she will not spend it. <br />5) She is working on the review for City Council that was requested. She had planned to do <br />it for the end of March, but April closed pretty easily. Therefore, she will use the most recent <br />information for April and it will be for four months instead of three. Hopefully, that will be <br />available, at least in draft form, for the Committee-of--the-Whole meeting. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Tuesday, May 27. Present were committee members Kasler, Limpert and McKay; Council <br />members Gareau, Nashar, Dailey and Miller; Council President O'Grady, Mayor Musial, <br />Finance Director Copfer, Law Director Dubelko, Safety Director Jesse, Engineer Durbin, <br />Animal Warden Kirt Ward and Pam Chesar, union president. The following items were <br />discussed: <br />^ Ordinance 2003-87, an ordinance authorizing the Mayor of the City of North Olmsted to <br />enter into a letter of agreement with Local 2681, the Ohio Council 8 AFSCME, amending <br />the collective bargaining agreement between the City of North Olmsted and Loca12681, <br />Ohio Council 8 AFSCME for the city's Clerical and Technical Unit in order to place <br />within that unit the position of Animal Warden. This ordinance would place the Animal <br />Warden under the jurisdiction of the union. A number of questions arose on the subject <br />as to: Ys there a city job description? Do the Cuyahoga County Health regulations affect <br />the Animal Warden? What is the economical impact? Who will supervise the position? <br />If the position becomes vacant, how and who will replace the Animal Warden? At the <br />present time, when the Animal Warden goes on vacation, the Animal Warden from <br />Westlake fills in. The police fill in on weekends, and the Service Department fills in at <br />4 <br />
