Council Minutes of 6/3/2003 <br />Building Commissioner Rymarczyk said he would like to hire a combination of a building <br />and maintenance inspector. This would help cut down the expenses by having one person do <br />the job of two. With the absence of the city inspector, Mr. Jesse said that he is responding to <br />complaints of safety concerns from residents. Finance Director Copfer was asked to review <br />the budget and advise the BZD Committee if fiends are available to hire another inspector. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets & <br />Drainage Committee met May 27. Present were committee members Nashar, Miller and <br />chairman Limpert; President of Council O'Grady, Council members Gareau, Dailey and <br />McKay; Law Director Dubelko, City Engineer Durbin. James Burns from the Chamber of <br />Commerce was present. Discussed was Ordinance 2003-86, an ordinance to amend Sections <br />927.04, 927.05, 927.07, and 927.08 of the Streets, Utilities and Public Services Code, being <br />various sections of Chapter 927 entitled "Storm Water Management and Urban Sediment <br />Pollution Abatement Systems," so as to follow rules and regulations promulgated by the <br />United States Environmental Protection Agency (EPA). The ordinance will be amended to <br />coordinate it with city building codes regarding fences around bodies of water. There were <br />also some concerns if the depth of water basins or aeration was needed and whether those <br />issues should be addressed in this ordinance. There also was concern about the possibility of <br />using parking lots for water detention. There were concerns of public access to city <br />manholes for proper cleaning through reverse flow. The legislation will be held in <br />committee and will be discussed at the next Streets & Drainage Committee meeting. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met immediately following the Streets & Drainage Committee. Present were <br />committee members Dailey and Limpert; Council President O'Grady, Council members <br />Gareau, Miller and Nashar. Mr. Bums was in attendance from the Chamber of Commerce. <br />Discussed was Ordinance 2003-84, an ordinance creating new Section 941.05 of the Streets, <br />Utilities and Public Services Code, entitled "Accumulation of Garbage and Refuse as <br />Nuisance," in order to regulate the sufficiency and use of commercial and multiple family <br />trash receptacles, and declaring an emergency. The committee amended Section B to <br />eliminate part of line 5 which stated "...and located for customer convenience." The <br />committee approved the ordinance unanimously. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The Safety Committee met on May 14. Present were several members of Council, the Law <br />and Safety Directors and several guests. The following items were discussed: <br />Ordinance 2001-129. This ordinance was immediately deferred to the Transportation <br />Committee where it originated. <br />Ordinance 2002-85, an ordinance creating new Chapter 763 of the Business Regulation <br />Code entitled "Tattoo Operations and Dermagraphic Art Studios." This ordinance was <br />tabled on the recommendation of the Law Department after reviewing the Coumy health <br />regulations and determining that, since they are more strict and enforceable in our city, <br />there is no need for a local ordinance on this issue. <br />Ordinance 2002-86, which is an ordinance amending Section 505.13 of the General <br />Offenses Code entitled "Rabies Vaccination of Dogs and Cats Required." The ordinance <br />was amended: first, that Section 505.13 was changed to six months instead of four <br />months of the requirement to have an animal immunized; second, an emergency clause <br />6 <br />c <br />
