Council Minutes of 6/3/2003 <br />was added; third, ferrets were included as animals to be vaccinated. The committee <br />~~ unanimously recommended approval as amended. <br />^ Ordinance 2002-88, which is an ordinance amending the General Offenses Code entitled, <br />"Nuisance Conditions Prohibited," by removing the words "frequently or" for <br />enforcement purposes. This ordinance was recommended for tabling and the committee <br />unanimously approved for that purpose. <br />^ The Canterbury Road speed limit. This is a subject that has gone back and forth in the <br />committee and back to the Safety Dept. for recommendations. The Law Dept. contacted <br />the county officials regarding a previous agreement between the county and the city, the <br />partial result of which was that Canterbury Road was designated a through street. <br />Therefore, the speed limit should be designated as 35 mph. The county is unable to <br />unilaterally change this agreement. The city's next option is to petition the state, should <br />we choose to bring that speed limit back to 25 as it has been for many years. The petition <br />should be accompanied by a traffic study and statistics to support reduction of the speed <br />limit. The city had a traffic study performed in 1999 or 2000 by our traffic engineer, and <br />the study did not justify a reduction of the speed limit. Statistics were also gathered from <br />the North Olmsted Police Dept. very recently which do not necessarily conclude a <br />necessity to lower the limit to 25 mph. The committee, however, still recognized the <br />need for attention in this area due to the residential nature of the area, the number of <br />children residing on the street and the "s" curve that is presumed to be somewhat <br />dangerous. It was, therefore, the unanimous decision of the committee to take the <br />following actions: First, re-examine the location of the "s" curve warning signs, <br />repositioning those if necessary. Second, to place black and yellow signs in appropriate <br />locations which state, "Recommended speed limit 25 mph." Third, add increased signage <br />designating the crosswalk at Sweetbriar. It should be noted that a young resident of <br />Canterbury Woods, Jennifer Zarycki, spoke to this issue at a previous Council meeting <br />and some of her suggestions are partially incorporated in the committee's decision. <br />^ The crosswalk at Sweetbriar and Canterbury. Mrs. Weir, the crossing guard in that area, <br />was present. First, the concerns about the curbing at the corner of Sweetbriar will be <br />addressed prior to the new school year. Those concerns were that the Sweetbriar and <br />Canterbury crosswalk is wide open with no curb, and it extends actually to both streets. <br />In the winter time, it has become very dangerous with cars coming in Mrs. Weir's <br />direction and sometimes sliding in that area with nothing to stop them. It could be very <br />harmful to her and to children. The City Engineer made the final decision to split that <br />curb to break up that space and still allow handicapped access and crosswalk access to <br />both streets. According to the Safety Director, this will be done prior to the new school <br />year. Further, the committee discussed the ineffectiveness of the overhead crossing sign. <br />It was suggested by the committee that the timer on the overhead sign be adjusted so that <br />the crosswalk sign is constantly flashing during school crossing hours and the guard will <br />no longer press the button to activate the sign. Mrs. Weir reported that, when she goes to <br />press that button and people see her going to do that, they speed up to get through that <br />section prior to having to stop because the sign was on. If it were continually flashing, it <br />would be appropriate for traffic to stop and safer for the children. <br />^ The light at Dover and Driscoll. It was reported by the Safety Director that, due to timing <br />~ issues and the proximity of the two intersections of the streets affected, the "No Turn on <br />Right" sign could not be changed as requested by a resident who found that to be <br />somewhat of a problem getting out of Cottonwood.
