Council Minutes of May 20, 2003 <br />2) On May 15, he installed the new Chamber of Commerce officers. <br />3) The Hot Stove Baseball League opening day was last Saturday and included a parade <br />and games. Accolades to the Recreation Department employees as they did a fantastic <br />job in preparing the fields. <br />4) As an update on the new library construction, the basement walls are 50% complete. <br />The plumber is coming in on May 26 to begin installing the under drains. Masons are <br />coming in on May 29 to take care of the interior walls of the basement, and the basement <br />floor slab is to be poured on June 11. Once these types of items are taken care of, one <br />will be able to see visual enhancement of that area with the exterior walls going up. <br />5) Acoordination-planning meeting was held today. NOCOP's operations and costs <br />were reviewed. Previously, Law Director Dubelko had recommended that Mr. Copeland <br />investigate the possibility of utilizing the NOMBL Park-N-Ride as a possible resource. <br />That led to discussions with the NOMBL Manager and eventually with representatives of <br />GCRTA (Greater Cleveland Regional Transit Authority) and NOACA (Northern Ohio <br />Coordinating Area Agency). Simultaneously, NOCOP applied for a grant application to <br />ODOT for funding to secure a new vehicle. North Olmsted's NOCOP organization has <br />become the paratransit model for the Quality Communities Partnership, which includes <br />Southwest General Hospital, Berea, Brook Park, Strongsville, Middleburg Hts., and <br />Columbia Township. Their goal is to collectively find new ideas and re-institute old ideas <br />that will provide increased coordination of services with increased efficiencies and <br />reduced cost. Thank you to Assistant Finance Director Bowens and Councilman McKay <br />who were in attendance at the meeting. <br />6) As mentioned by Mr. O'Grady, the VFW has an excellent program established for <br />Memorial Day celebrations. At the 11 a.m. ceremony, a flyover will take place during <br />the welcome address by the Commander of VFW 7647. Other activities include a flag <br />raising by the VFW, an honor salute firing and music provided by the North Olmsted <br />High School Marching Band. President of Council O'Grady will provide a history of <br />Memorial Day. There will be a tribute to fallen comrades by the Ladies Auxiliary of the <br />VFW and the Girl Scouts. The Gettysburg Address will be recited by a student as the <br />bland plays the Battle Hymn of the Republic. All residents are welcome and encouraged <br />to attend. <br />7) The Assistant Fire Chief job posting has occurred. The testing procedure is being <br />coordinated by the Civil Service Commission. Also, specifications are being prepared for <br />a new rescue squad vehicle for delivery in 2004. <br />8) A new spring/summer Recreation Department program catalogue has been distributed <br />throughout the city. On May 30 through June 1, 2003, the Recreation Department will <br />present a spring ice skating show, and the theme will be the Ohio Bicentennial. <br />Councilman Nashar questioned the Mayor on the progress of the library construction as <br />he has observed few workers on site. Mayor Musial said the work in fairly well on <br />schedule. We do have a construction manager, and construction meetings are held every <br />two weeks to be sure everyone is doing their job and fitting into their schedule. He will <br />ascertain the status in regard to the strategic planning critical time path and will advise <br />Council. Councilman Gareau suggested that the Mayor find out whether our contract will <br />allow Saturday work. Councilman Limpert said he had visited the site and was told they <br />~, _, <br />3 <br />
