Council Minutes of 5/7/2003 <br />announce that the city is looking for a Service Director and will be accepting resumes <br />until May 21. The Cuyahoga County Mayors and Managers Association will send out an <br />announcement to the members requesting recommendations in the event they know of <br />anyone qualified that may be looking for a job as Service Director. Initially, the resumes <br />will be screened by the Mayor, the Personnel Director, the Safety Director and the City <br />Engineer. Interviews will be scheduled shortly after the initial screening process. The <br />selected applicants for this screening process will be interviewed by the Mayor, <br />Personnel Director Farver, Safety Director Jesse, NOMBL Manager Tom Terbrack, City <br />Forester David Wendell, Service Department foreman Don Wilhelmy, City Engineer <br />Gary Durbin and WWTP Superintendent Bob Nichols. The city has already received 14 <br />resumes. <br />3) A Records Commission was formed and held their first meeting on Wednesday, April <br />30, to review the records management of the city. The committee will meet again in a <br />month with action and reports on various items relating to safeguarding accessibility of <br />public city records. <br />4) The first negotiation regarding union contracts is with NOMBL. The negotiating <br />committee is comprised of Law Director Jim Dubelko as the chair, primary member Don <br />Copeland, NOMBL Manager Tom Terbrack and NOMBL Operations Manager Scott <br />iJhas. Advisors to this committee are Personnel Director Farver and Finance Director <br />Copfer. As other union negotiations are begun, the committee will be adjusted to meet <br />those needs. <br />5) The Board of Control met to review three items: (1) Lorain Road rehabilitation <br />project. There were two bidders, Karvo Paving Company and the Osterland Company. <br />The award was made, as the best and lowest bidder, to the Osterland Company with a bid <br />of $2,073,891.15. The engineering estimate was $2,941,929; (2) Slab repair 2003 <br />project. The four bidders were A & J Cement, Konstruction King, Fabrizi Trucking and <br />T. C. Construction. Of the four, A & J Cement was low with $181,325 on the base bid. <br />The engineering estimate was $190,000; (3) Pavement markings for 2003. There were <br />four bidders: Trafl~ech Inc., Dura Mark Inc., Aero-Mark Inc., Oglesby Construction Inc. <br />The low bidder was TrafJtech Inc. at $60,088. The engineer's estimate was base <br />$70,000. Alternate A involving diagonal lines on the crosswalks came in at $2,000, for a <br />total bid of $62,088. <br />In answer to a question by Councilman Nashar, Finance Director Copfer said that the <br />city's share of the cost for the Lorain Road project would be $470,000 out of a total cost <br />of $3.5 million <br />Councilman Gareau asked when the Lorain Road project would begin. City Engineer <br />Durbin answered that the city must first receive the notice to proceed from the Ohio <br />Public Works Commission. The project will take approximately 160 days to complete. <br />Councilman Miller questioned the Mayor on two issues: <br />^ He asked about the status of the repair project for Louis Drive as he did not see it <br />listed in the specs book. Mayor Musial said that Assistant Engineer Becker had <br />prepared an analysis of the cost of Louis Drive, and he believed in was approximately <br />$30,000. There has been no decision as to whether or not that street will be repaired <br />2 <br />
