Council Minutes of 5/7/2003 <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, April 29. Present were committee members Kasler, Limpert, McKay; <br />Councilpersons Gareau, Dailey, Nashar and Miller; Council President O'Grady; Law <br />Director Dubelko, Finance Director Copfer, Personnel Director Farver, Human Resources <br />Director Copeland, Senior Center Administrator Bock. The following items were <br />discussed: <br />Resolution 2003-66, which is a resolution expressing this Council's commitment to <br />appropriate and transfer fiscal year 2003 carryover funds in fiscal year 2004 to the <br />city's four special funds from which funds were legislatively redirected in fiscal year <br />2003, if it fiscally responsible in 2004 to do so. In order to balance the city's budget <br />for 2003 and without increasing taxes or having mass employee layoffs, money was <br />transferred from four special funds. This resolution expresses Council's commitment <br />to restore the money to these funds in 2004 if it is fiscally responsible to do so. <br />Although this resolution is not legally binding, it still remains Council's wish to <br />replenish these funds. The committee voted for approval 2 to 1. <br />Ordinance 2003-67, which is an ordinance creating a new Section 163.03 of Chapter <br />163 of the Administrative Code of the City of North Olmsted entitled "Department of <br />Human Resources" for the purpose of establishing new positions of Nutritional Aide <br />1 and Nutritional Aide 2 within the organizational chart of the city's Department of <br />Human Resources and declaring an emergency. The city has entered into a contract <br />with the Western Reserve Agency on Aging to provide money to the city for its <br />nutritional programs. This requires the city to employ two nutritional aides. Council <br />wishes to establish within the organizational chart of the Department of Human <br />Resources the part-time positions of Nutritional Aide 1 and Nutritional Aide 2 to <br />meet the contract obligations. The committee recommended approval. <br />A discussion of comp time. (Now in written form as Ordinance 2003-50.) This is an <br />ordinance dealing with comp time for directors. Councilwoman Kasler requested this <br />ordinance to be in place to eliminate comp time for all city directors. Council <br />President O'Grady stated he would prefer to see an ordinance in regard to similar <br />positions along with the directors' positions. Due to the fact that it has taken much <br />time and much discussion to get to this point, the majority of Council wants to move <br />forward on the directors' comp time and still continue to compose rules and <br />regulations for those who are qualified to use comp time. Councilman Miller <br />suggested passing the ordinance on suspension of the rules as a new Service Director <br />will soon be hired. The committee agreed and will meet again on Wednesday, <br />May 7, to review the ordinance in written form. <br />Ordinance 2003-71, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2003. This is for the purpose of funding an engineering inspector for <br />approximately 14 weeks to replace the present engineering inspector who is on sick <br />leave. The funds to be transferred are $8,000 to outside operations for the purpose of <br />funding R. E. Warner services, and $10,000 to be transferred from unemployment to <br />the Engineering Dept. to cover the wages for the recalled inspector. This will be <br />further reviewed at the May 7 committee meeting as the ordinance in written form <br />was not available. <br />
