Council Minutes of 4/15/2003 <br />Ordinance No. 2003-65 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Finance to request proposals from information <br />system consultants to develop design specifications for the purchase and installation of a <br />new financial accounting information system for the City of North Olmsted; further, <br />authorizing the Mayor to enter into an agreement with the consultam selected in the RFP <br />process; and declaring an emergency. Councilman McKay moved for suspension of the <br />rule requiring three readings noting the legislation had been reviewed by committee. The <br />motion was seconded by Councilman Limpert and passed unanimously. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman Limpert and <br />passed unanimously. Ordinance No. 2003-65 adopted. <br />Resolution No. 2003-66 was introduced and placed on first reading by Councilman <br />Miller on behalf of himself and Council Members Kesler, Gareau, McKay, Nashar and <br />Dailey. A resolution expressing this Council's commitment to appropriate and transfer <br />fiscal year 2003 carryover funds in fiscal year 2004 to the city's four (4) special funds <br />from which funds were legislatively redirected in fiscal year 2003, if it is fiscally <br />responsible in fiscal year 2004 to do so. <br />Ordinance No. 2003-67 was introduced and placed on first reading by Councilman <br />McKay on behalf of the Mayor. An ordinance creating new Section 163.03 of Chapter <br />163 of the Administrative Cade of the City of North Olmsted, entitled "Department of <br />Human Resources," for the purpose of establishing the new positions of Nutrition Aide 1 <br />and Nutrition Aide 2 within the organizational chart of the city's Department of Human <br />Resources and declaring an emergency. <br />Resolution No. 2003-68 was introduced and placed on first reading by Councilman <br />McKay on behalf of the Mayor. A resolution authorizing the Mayor of the City of North <br />Olmsted to enter into an agreement with B & C Communications, Inc., providing for <br />radio repairs and services for the Police Department for aone-year term, and declaring an <br />emergency. Councilman McKay moved for suspension of the rules requiring three <br />readings, and the motion was seconded by Councilman Limpert. Roll call: McKay, yes; <br />Limpert, yes; Kesler, yes; Dailey, yes; Nashar, yes; Miller, yes; Gareau, no, for the <br />reason that he was not able to participate in the discussion in caucus this evening <br />regarding the basis of suspension. The motion passed with six yeas and one nay. <br />Councilman McKay moved for adoption, and the motion was seconded by Councilman <br />Limpert. Rotl call: McKay, yes; Limpert, yes; Dailey, yes; Nashar, yes; Miller, yes, with <br />comment that in caucus Council was informed by the Safety Director that this is a sole- <br />source provider due to licensing arrangements. Roll call continued: Kesler, yes; Gareau, <br />yes. The motion passed unanimously. Resolution No. 2003-68 adopted. <br />Ordinance No. 2003-69 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 950.03 of Chapter 950 of the Streets, Utilities <br />and Public Services Code enrtitled "Urban Forest" by inserting standards and procedwes <br />for tree preservation and/or removal permits in the course of development plan review <br />and to authorize the assessment of permit fees for the Forester's review. <br />17 <br /> <br />
